- Description
- The Department of Energy (DOE) intends to issue a sole sourcemodification toextend the period of performance under contract DE-AC07-99ID13727 withBechtelBWXT Idaho, LLC (BBWI). The purpose of this extension is to ensure thatDOEcontinues to meet its transuranic (TRU) waste Settlement Agreementdeadlinespending the ongoing procurement to award a permanent Advanced Mixed WasteTreatment Project (AMWTP) contract. The current period of performance ends September 30, 2009. DOE intends to extend the contract for four (4) months through January 31, 2010. The anticipated dollar value of this extensionis$44.6M. This four (4) month extension will enable DOE to meet the SettlementAgreementmilestone of shipping 2,000m3 of transuranic waste out of the state ofIdahoper year. BBWI will continue to retrieve stored waste from the Transuranic Storage Area-Retrieval Enclosure and storage modules, and shipapproximately2,000 cubic meters (m3) of TRU waste to the Waste Isolation Pilot Plant. The proposed extension is based upon the exclusion codified at 41 U.S.C.253(c)(1) and in accordance with Federal Acquisition Regulation (FAR)6.302-1,which authorizes other than full and open competition when only oneresponsiblesource exists and no other supplies or services will satisfy agencyrequirements. BBWI is uniquely qualified to carry out the AMWTP workthroughthe four (4) month extension because it has the management structure andcorrect mix of skilled workers in place to fulfill the requirements setforthby the Settlement Agreement and the Recovery Act work. This notice of intent is not a request for proposals. Interested partiesmayidentify their interest and capabilities to respond to this requirement.Anyresponses must be received no later than 4:00 p.m., local prevailing time,August 7, 2009, to be considered. If parties choose to respond, any costassociated with the preparation and submission of data or any other costsincurred in response to this announcement are the sole responsibility oftherespondent and will not be reimbursed by the Government. Responsesreceivedwill be evaluated; however, a determination by the Government not tocompetethe requirement based upon responses received to this notice is solelywithinthe discretion of the Government. Oral communications are not acceptable in response to this notice.
