Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-30. This announcement constitutes the only 100% small business set aside solicitation and a written solicitation will not be issued. This synopsis, NAICS code 339999, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Award will be made to the party whose quote offers the best value to the Government, technical, price, and other factors considered. The Government may award this contract to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor described to "Meet or Exceed the Requirement," 2) Past Performance and 3) Price. Technical Capability and Past Performance, when combined, are significantly more important than price. This solicitation is issued as a Request for Quote (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for a modification and addition to the Edstrom Automated water and watchdog systems. General Duties/Description of Work Partial replacement and modifications of Edstrom Industries Automated Animal Watering system, Re-Pressurization/Injection System, Recoil Hose Flush Station (Model 5480) and addition of Watchdog Local Processor Power Supply to existing systems in Building(s) 29A, 29B, and Nicholson Lane at the FDA The Edstrom Watchdog System is a unique animal husbandry monitoring and control system. This contract will provide the equipment and installation of the Edstrom Industries Stainless Steel Automated Animal Watering System modifications for 5 animal rooms in building 29A, the addition of 16 Interconnect Tees in animal rooms located in building 29B and the Repressurization and 320 gallon water storage System for the existing entire automated watering system for the 29A/B facilies. Also the installation of the Edstrom “Watchdog” system keypad entry addition for room B-26 in building 29A. This addition consists of the Edstrom Watchdog Card Reader/Key Pad/Local Processor for animal room access control. Location 1. Repair and modifications for the following equipment: a. Automated Watering Mechanical Equipment, change out existing PVC and replace with stainless steel piping and solenoid flush, 8800 Rockville Pike Bldg 29A, Rooms B48, B49, B59, B51 and B26, Bethesda Ms 20892. b.Add Automated Watering System Interconnect Tees to one each in 20 animal rooms in Bldgs. 29A/B to increase connection capabilities by each room, 8800 Rockville Pike Bldg 29A/B, Rooms B48, B49, B59, B51, G01, G03, G05, G07, E02, E04, E06, E08, G11, E12, G13, G15, E16, G17, G19, G20, Bethesda Ms 20892. c.Add Automated Watering flushing valves in B26, 8800 Rockville Pike Bldg 29A. d. Add Watchdog System key entry pad to exterior of B26 for secured entry into this animal room, 8800 Rockville Pike Bldg 29A. e.Automated Recoil Hose Flush Station Model 5480-301 to be located in the cage wash area Room 133 at NLRC 5516 Nicholson Lane, Kensington, MD 20850 Period of Performance Date of Award – 12/31/2009. CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov.
