- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a total small business set-aside. The National Institutes on Drug Abuse (NIDA), Intramural Research (IRP) in Baltimore, Maryland intends to negotiate and award a purchase order for a program specialist proficient in resource management, program analysis, business analysis, clinical services analysis, and clinical research consulting. Support to the Administrative Management Branch is also required in areas such as commissioned corps support, analysis, audits and report preparation. The requirement is for 860 hours from Sept. 8, 2009 to Sept. 7, 2010.The contractor will work on a part time basis, with duties as follows: 1.Consult on facility management2.Consult on project management3.Consult on budget planning, analysis, and monitoring4.Consult on business analysis in clinical researcha.Evaluate and analyze effectiveness of existing clinical policies and proceduresb.Evaluate and analyze protocol development, review (scientific, IRB, resources), and implementationc.Evaluate and analyze clinical staffing plansd.Evaluate and analyze protocol costs and efficiencies5.Work with senior IRP leadership on performance management plans6.Consults and prepares reports on new program development and workforce projects7.Provide executive perspective to senior IRP officials on budget and resource strategies, approaches to implementation of new programs, restructuring schema, management improvement initiatives, and strategic planning.8.Provides advice to NIDA and NIH officials as requested.9.Work both on-site and off-site, depending on the needs of the program The contractor will have:1.Extreme familiarity with the NIDA/IRPs current issues and projects related to the recent move to the Biomedical Research Center on the JHBMC campus in Baltimore Maryland2.Extensive and current working knowledge of NIDA IRP FY08, FY09 and FY10 budget execution, planning and monitoring3.Extensive working knowledge of NIDA IRP research nursing and technical support staff contracts, staffing issues, and possesses unique liaison capability between JHBMC and NIDA IRP4.Extensive working experience with NIDA IRP investigators; with proven ability to assist in improving support services for research sections and branches5.Overall knowledge of entire NIDA IRP and ability to consult during emergency situations, urgent situations, and ability to advise on short-term projects as well as long-term strategic plans.6.Complete familiarity with the NIDA IRP mission; with proven ability to articulate the mission and represent the NIDA IRP to NIH, DHHS, and outside organizations. In addition, the contractor must have demonstrated in-depth training and experience in clinical care (preferably nursing), clinical staff management, development of clinical policies and procedures in order to serve the NIDA IRP research program. Experience in IRB review and general expertise in protocol implementation is required. S/he must have in-depth knowledge of NIDA, NIH, and DHHS mission and goals. S/he must have experience working with drug abuse researchers, and understand the impact of drug abuse research as a public health mission. The contractor must have at least 3 years of relevant experience in 1) facilities management, 2) Project Officer experience, 3) budget planning, analysis, and monitoring, and 4) research program management experience. The intended procurement will be classified under North American Industrial Classification (NAICS) code 541611 with a size standard of $7.0. All respondents are requested to identify their firms size and type of business. Please reference the combined synopsis/solicitation number NIHDA2009135 on all related correspondence. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement.
