Description
NOTICE OF INTENT: The Department of Energy (DOE) is pursuing a sole source contract with INFORUM for consulting services under FAR 6.302-1, One Responsible Source. The purchase order?s proposed period of performance is 12 months from date of award. The work areas that the contractor are responsible to perform include consulting services for the INFORUM input-output model of the US and Chinese Economies. The value of this effort is estimated to be $37,540.00. The statutory authority for permitting other than full and open competition for this modification is Section 303[c][1] of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 10 USC 2304[c][1], and implemented by FAR 6.302-1[a][2][ii][B], which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency?s requirements. INFORUM has the specialized personnel, who are familiar with the program. If a firm feels they may have a superior product, interested parties may submit a proposal and rationale as to why they should be considered by August 20, 2009 to: Mr. Craig Frame, MA-642.3, 1000 Independence Ave, SW, Washington, DC 20585, or via e-mail to craig.frame@hq.doe.gov. The North American Industry Classificatio n System (NAIC) Code for this requirement is 541690. Commercial firms who believe they have a superior solution to DOE?s proposed award to INFORUM must respond in writing to the Contracting Officer. The written response must include a general technical proposal for performing the services mentioned in this announcement, past performance client information for similar work, resumes of individuals who would be potentially assigned to the work and a rational why the your firm?s solution would be in the Government?s best interest.
