- The United States Department of Agriculture - Agricultural Marketing Service (AMS) anticipates a sole source (name brand) procurement under the authority of FAR 6.302-1 for the following requirement: One FOSS FoodScan Mean/Dairy Analyzer system with an Artificial Neural Network (ANN). The analysis of fat and moisture content are two of the main analytical tests performed by the USDA AMS -S&T -National Science Laboratory (NSL) for USDA-AMS-Dairy Programs and USDA-AMS F&V-Processed Products. These tests are performed in various agricultural commodities like raw meat, processed products like Meals-Ready-to-Eat (MRE's), and dairy products like non-fat dry milk (NDM). Historically, the NSL has utilized wet chemistry (Mojonnier) and gravimetric techniques (oven moisture) to test for fat and moisture respectively. Although reliable, these techniques are labor intensive and time consuming. The laboratories have a 5-day turn around requirement and have recently been unable to meet this requirement due to the volume of samples received. The current fat analysis equipment that utilized for MRE testing uses methylene chloride, a harmful chemical for the environment, that is now obsolete. The FOSS FoodScan Analyzer utilizes near infrared technology to analyze fat and moisture in meat and dairy samples in an automated manner without utilizing harmful chemicals or auxiliary lab equipment such as an oven or balance. It performs the analysis of both fat and moisture in about 1 minute (the current techniques require 1 hour for Mojonnier fat analysis and 6 hours for oven moisture analysis for an NDM sample). The FoodScan has recently been approved by AOAC (Association of Official Analytical Chemists) international as an official method for fat and moisture analysis in dairy and meat samples. Minimum requirements 1) Approved by the AOAC International as an official method for fat and moisture analysis in dairy and meat samples 2) NIT: scans samples in 850 - 1050 nm range 3) Analysis time: approximately 1 minute 4) Non-destructive test 5) Uses no chemicals in analysis or cleaning 6) Windows based software platform Interested sources that are capable of providing the equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small business concerns are encouraged to participate. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive (i.e., non-brand name) procurement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this supply and service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
