- Synopsis: RECOVERY ACT - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER GSA'S E-BUY. GSA Quote Number: RFQ378633 CHANGED TO RFQ 380341 NO RESPONSE IS REQUIRED. NAICS: 561320 Temporary Help Services Treasury Account Symbol (TAS) Number: TAS::14 2932::TAS This special notice announces the government's intent to procure services using the GSA schedule e-buy network. The U.S. Fish and Wildlife Service Southeast Region Division of Contracting and Grant Services (CGS) will obtain quotes via GSA's E-buy process for GSA contract holders providing temporary services of up to two (2) qualified Contract Specialist at the journeyman level, to work on a 40 hour per week basis for a period of up to two years. The Contract Specialist would be primarily responsible for the procurement and administration of construction projects in support of American Recovery and Reimbursement Act (ARRA) of 2009. The award may be awarded to one or more contractor(s) and only GSA schedule contract holders will be considered in the competition for this requirement. The Contract Specialist must have the following knowledge, skills abilities: 1. Demonstrated knowledge of Federal contract management policies, FAR procedures, and requirements. 2. Ability to communicate orally and in writing. 3. Ability to review, analyze and process contract related documents such as bids, quotes and invoices. 4. Experience using a contract document generating software. 5. A background check for all employee(s) and is compliant with Homeland Security Presidential Directive -12 (HSPD-12). Estimated solicitation issue date is on or about Aug 5, 2009. Proposals are anticipated to be due on or about August 19, 2009. The solicitation will be a competitive acquisition based on a Firm Fixed Price (FFP) contract type. There will be no open public bid opening. This opportunity is only to contractors who are listed on the GSA Contract with a NAICS of 561320. This procurement shall be conducted using competitive procedures. Please note that to be eligible for award of this project prospective contractors must be registered in Central Contractor Registration (CCR) and have completed and maintained current their Online Representation and Certification (ORCA) (both can be linked to at www.bpn.gov prior to closing date to offer.
