- The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/National Marine Fisheries Service/Northeast Regional Office (NERO) is issuing notice of intent to negotiate a sole source procurement with Gloucester Maritime Heritage Museum in Gloucester, MA. This requirement is to oversee the development of curriculum for Gloucester High School Classes grades 10-12 focusing on the Ocean Literacy Essential Principles. This grant was awarded to NERO based on the proposal submitted, specifically for this project as a partnership with the Maritime Heritage Center, and two classrooms at Gloucester High School, (a marine biology class and a photography class). With the school's guidance and the Maritime Heritage's education facility, this contract will focus on interactive place-based marine science and maritime issues as well as exhibit development. This is being awarded as a sole source purchase order due to the fact that our grant proposal was awarded based specifically on the exact proposal which must be carried out by the parties in the proposal. The government intends to award a firm-fixed price purchase order for this requirement. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The applicable NAICS code is 712110. The size standard is $7,000,000.00. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR Clause 1352.239-73 Security Processing Requirements for Contractors/Subcontractor personnel for accessing DOC information Technology Systems (JUN 2006) will apply. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be submitted by 11:00 a.m. Eastern Standard Time August 2, 2009.
