Description
"RECOVERY ACT"-The VA Medical Center Martinsburg, WV has a requirement Solicitation # VA-245-09-RA-0224 to "Replace Main Transformer". A Firm-Fixed Price Construction award is anticipated. Offeror shall furnish supervision, labor, equipment, tools, and materials, to perform work including site preparation, demolition, general construction, mechanical, electrical work, and certain other items as required by project drawings and specifications. Contract Completion Time will be One Hundred and Eighty (180) Calendar Days after receipt of notice to proceed. The estimated cost range for this project is between $250,000 and $500,000. This requirement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 236220, and the size standard is $33.5 Million. A pre-proposal conference will be held on or about Tuesday August 11, 2009 from 1:30-2:30 p.m. (EST) at the FMS Conference Room, 510 Butler Ave Bldg 308B. This pre-proposal conference is not mandatory; however, all potential Offerors are strongly encouraged to attend. This will be the only site visit held. There will be no response to any other request for site visits. Solicitation documents, including technical specifications and project drawings, will be available electronically on or about August 3, 2009. Offerors will search for solicitation VA-245-09-RA-0224 to access solicitation documents and any Amendments. OFFERORS ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. Electronic or phone requests will not be accepted, nor will electronic proposals. All correspondence in reference to the solicitation contents or general questions must be addressed in writing on company letterhead, containing a point of contact, the solicitation number, email address, phone and fax numbers and must be addressed to the contracting officer listed. All potential offerors must be registered in www.ccr.gov. Ensure your registration is correct, current and not expired. All prospective offerors must be registered in VetBiz at www.vetbiz.gov, to be considered for award. Technical Evaluation Criteria for this solicitation shall be included in the solicitation as follows: 1. Construction Management, Past Performance, Schedule, and Price. There will be no public opening. The proposals will be evaluated and award shall be made utilizing the best value method under FAR Part 15. Firms are advised that award may be made without discussions or any contact concerning the proposal received. The procurement is subject to the availability of funds.
