- The DVA has awarded contract VA248-P-1134 for the period of twelve (12) months under authority 6.302-5(b)(6), and IL 049-0708 dated June 19, 2007. DEPARTMENT OF MEMORANDUM VETERANS AFFAIRS Date: May 7, 2009 From:Contract Specialist (672/PBD) Subj:JUSTIFICATION AND AUTHORIZATION FOR THE USE OF A SERVICE-DISABLED VETERAN OWNED BUSINESS IN THE ACQUISITION OF THE MOBILE MRI UNIT AND TRAILER LEASING. To:File 1. AGENCY AND CONTRACTING ACTIVITY: Department of Veterans Affairs, Procurement Business Division, Tres Ros Building, San Patricio, 27 Ave. J. Gonzlez Guisti, Suite 600, Guaynabo, PR, 00968. 2. DESCRIPTION OF ACTION: This is a sole source contract action which comprises the leasing of a MRI Mobile Unit and trailer for Radiology Services at the VA Caribbean Healthcare System (VACHS), San Juan, Puerto Rico. 3. DESCRIPTION OF SUPPLIES/SERVICES: The Department of Veterans Affairs-VA Caribbean Healthcare System intends to lease radiology equipment to substitute previous leased equipment that was damaged by fire back on December 3, 2008. This leasing is done in the best interest of the Government to alleviate Fee Basis charges which has been an additional burden to the budget of the Hospital at this moment. Estimated value for a year period (twelve months) is $526,800.00. 4. AUTHORITY CITED: FAR 6.302-5 (b) (6). Authorizes sole source awards under the Veterans Benefits Act of 2003 and IL 049-0708 dated June 19, 2007. 5. REASON FOR AUTHORITY CITED: Services on this leased equipment for Radiology Services are available from five (5) SDVOSB sources and various other Large Businesses, whereas some reflected geographical limitations and fairly new to the market. One of the large businesses is the DMS contractor contract we currently have on hold pending determination of a possible Termination for the Governments convenience or Termination for cause due to fire occurrence mentioned in paragraph 3. It is more advantageous to the Government that this contractor provides the leasing services to VACHS for the following reasons: a) This company submitted past performance information of having provided same services for other VA facilities, and other similar radiology equipment. This information was confirmed by each point of contact and performance quality is considered above satisfactory as per Past Performance Evaluation Questionnaires. Some of the critiques were: proactive, reliable, willing to contract again in the future, knowledgeable, etc. Past performance on this Contractor (SDVOB) reflects to be a good/excellent one. b) Salvadorini Consulting LLC is a Service Disabled Veteran Owned Business (SDVOB) which is our number 1 priority socioeconomic goal to accomplish. c) Request for proposal submitted to Salvadorini Consulting is advantageous in terms of price in comparison with quotation provided by Biomedical Engineer where Salvadorini Consulting LLC offers a $110,200 cost savings to the Government and monthly charges will become effective upon equipment being accepted by VACHS technical representative as fully operational and ready for use, while other quotation is immediately upon delivery date. Also complies with VA Engineers requirements, as submitted and requested by Eng. Diana Dvila, Biomedical Engineer. d) Salvadorini Consulting LLC has all required certifications to be in compliance with FAR AND VAAR regulations. 6. EFFORTS TO OBTAIN COMPETITION: None. See paragraph 5. 7. FAIR AND REASONABLE PRICE DETERMINATION: Estimated for a year period (12 months) is $526,800.00. Estimated cost is based on current market price and considered more than fair and reasonable in comparison with former contract awarded in September 2008 for same services. 8. MARKET RESEARCH: A market survey was conducted for this action.
