- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement along with Request for Proposal Number P1151090010 constitutes the entire solicitation. The National Park Service at the Harpers Ferry Center has a requirement for the purpose of the move is to remove all archival collection material from the Anthony Library of the Harpers Ferry Center, National Park Service, in Harpers Ferry, West Virginia. The move shall include 2500 or more packed boxes of archival collection material placed on pallets and miscellaneous rolled material in storage tubes placed on pallets. Upon removal from the library, the material shall be transported to a freezer plant and undergo a preventative pest eradication, freezing procedure. This consists of freezing, thawing and re-freezing stages that shall be implemented at a predetermined freezer plant facility. The archival collection material shall be returned to Harpers Ferry Center and placed in the Charles Town, WV, Maple Tree Drive building that houses the Media Assets unit. Due to space limitations, the complete commercial item specifications are contained in Request for Proposal Number P1151090010 which is available via Electronic Commerce. No paper copies of the solicitation will be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35. This acquisition is a total small business set-aside. Proposals are due no later than 5pm EST, August 11th, 2009. The North American Industry Classification System (NAICS) code is 493190 and the related small business size standard is $25.5 Million. All or none award. Only one contract will be awarded from this solicitation. Award will be made on all or none basis. Offers for less than the total work required will be rejected as nonresponsive. Subject to the provisions contained herein, award shall be made to the single offeror. Award shall be made to that responsive, responsible offeror whose total aggregate price is the lowest price technically acceptable. The following wage determination WD 96-0104 is applicable to this requirement. Offerors shall submit the following: 1.Past Performance Information - Submit two references for contracts that are similar in size, complexity and nature to this project. Offerors that are newly formed individual entities, without prior Federal, State or Local Government contracts, can list work contracts, subcontracts or other related work experience with previous employers. 2.Proof of Insurance 3.Approach to how the required work will be completed. i.e. methods, timeframes, and location. 4.Provide a completed price breakdown by phase - as shown in Attachment A. 5. Any certifications held that are pertinent to the type of work to be performed. 6.Completed copy of FAR Clause 52.212-3 Offeror Representations and Certifications - Commercial Items. 7.Documentation showing that all vendor staff involved in this move, including any sub-contractors used, have experience moving museum collection objects or archives. 8. Proof of Company insurance covering the company and its employees against neglect, accident and theft. 9.One originally signed copy of Standard Form 1449. If any of the above listed items are not submitted then the Contractor's proposal will be deemed non-responsive and will not be considered for award. A site visit is scheduled for August 5th, 2009 at 2pm EST- you must contact Jessica Ely at jessica_ely@nps.gov to register for attendance by August 4th, 2009 at 3pm.
