- NASA Ames Research Center (ARC) is developing a spacecraft known as the Common Bus.This spacecraft uses a modular approach for subsystems such that it can be reconfiguredto work in a wide range of flight applications. The first mission for the Common Busspacecraft is the Lunar Atmosphere and Dust Environment Experiment (LADEE). LADEE willlaunch in 2012, and will collect science data regarding the lunar residual atmosphere byflying in an elliptical lunar orbit for approximately 100 days. ARC has existing Broad Reach Software Development Units (SDUs); these need to be enhancedto have interfaces compatible with each of the LADEE Payloads. In order to reduce riskwith the mission and assure proper operations of the LADEE Payloads, interface testingneeds to be performed between Spacecraft Flight-like interfaces and each of the PayloadInterfaces. All components are expected to function similar to flight-like components.NASA/ARC intends to purchase the service and components to enhance the SDUs from BroadReach Engineering (BRE). The SDUs need to be modified and validated by BRE in order toensure proper operation. BRE is the only source which can provide an upgrade to theexisting SDUs. Use of other avionics hardware would be incompatible with existingcomponents, and thus would require additional engineering effort, leading to unacceptablelead times.The Government intends to acquire a commercial item using FAR Part 12, using theauthority of FAR 13.5 Test Program for Certain Commercial Items.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 5:00 p.m. PST on 04August 2009. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.Information about major upcoming ARC procurement actions is available athttp://ec.msfc.nasa.gov/cgi-bin/eis/admin/admin.cgi?center=ARCAn Ombudsman has been appointed.
