- Description
- The U. S. Department of Agriculture, Agricultural Research Service, Midwest Area, has a project entitled Construct NW Addition at USDA-ARS-MWA, Cereal Disease Laboratory (CDL), St. Paul, MN, MI. The work includes but is not limited to: furnishing all labor, supervision, materials, tools, equipment, transportation, and other necessary work for constructing an approximate 32' x 26' 8", single story addition to the existing Cereal Disease Laboratory. The scope of the work includes, but is not limited to, masonry block wall construction on an existing foundation with a brick exterior to match the existing facility; furnishing and installing a walk-in cooler; mechanical installations for the walk-in cooler, unit heaters and exhaust fans; and electrical installations for walk-in cooler; mechanical equipment, lighting, general use receptacles, fire alarm system, and security system. The existing foundation was provided in the construction of the 2004 laboratory addition. The period of performance is 140 calendar days after receipt of Notice to Proceed (NTP). The Magnitude of Construction is estimated between $250,000 to $500,000. SET-ASIDE: This acquisition will be procured as a total HubZone Small Business Set-Aside. All responsible Businesses may submit an offer which shall be considered by the agency. The NAICS code is 236220 and the annual size standard under the Small Business Competitiveness Demonstration Program for this project is 33.5 million. This is an Invitation for Bid (IFB) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-35. Solicitation No. AG-5114-S-09-AA23 is scheduled for uploading on or about August 5, 2009. The solicitation will be posted on the FedBizOpps website at www.fedbizopps.gov. No paper copies of the solicitation will be issued. It is the responsibility of the contractor to check the website for the solicitation, as well as any amendments that may arise. A pre-bid site visit will be scheduled and information provided in the solicitation package. It is highly recommended and strongly encouraged that all prospective bidders visit the project site, inspect and observe the site conditions, and review the project scope and requirements at the site prior to submission of a bid. This will be the only opportunity to visit the job site prior to submission of bid. Bids will be due by 2:00 PM on September 8, 2009. A firm-fixed price contract will be awarded. Contractors are required to register or update their registration at the Central Contractor Registration website at www.ccr.gov in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov.
