- The Naval Surface Warfare Center Panama City Division (NSWC PCD), Panama City, Florida intends to solicit Rolls-Royce Commercial Marine, 1880 S Dairy Ashford St Ste 301, Houston TX 77077 on a sole-source basis for eight (8) Hydraulic Cylinders and two (2) Steering Tiller Bellows. This purchase is unsuitable for full and open competition for the following reason: NSWC PCD utilizes these components on the MARK V Special Operations Craft (MKV SOC). These components have been tested, certified and approved for the MKV. In order to ensure operation capability and compatibility with other MKV components, these items can only be purchased from the specified vendors on the Approved Puchasing List. Rolls-Royce Commercial Marine is the only authorized vendor for the specified items. For these reasons, Rolls-Royce Commercial Marine, Inc. is uniquely qualified to fulfill this requirement.
