The computer interface hardware and electronics boards will beused to duplicate existing burn-in stations that will be used o screen and evaluate theLDA performance. The branch has made a substantial investment (integration and softwaredevelopment) to incorporate the specific parts in a fully automated and autonomous setup.Similar equipment from different vendors may cause substantial downtime andmiscommunication between equipment.The authority is FAR 13.106, for the acquisition of supplies and services determined tobe reasonable available from one source.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 4:00PM EST on August 4, 2009. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government.
