- PRE-SOLICITATION NOTICE FOR ARTIFICIAL LIMBSJuly 21, 2009 The Department of Veterans, VA Boston Healthcare System, has an ongoing program to furnish artificial limbs and related services to those veterans in VISN 1 that require them and are eligible for assistance. It is the VA's intention to solicit proposals and award multiple contracts on a competitive basis under the authority of Title 38 U.S.C Section 8123. It is the Government's intent to solicit and award, without discussion, to all the vendors that meet the requirements specified in Solicitation No. VA-241-09-RP-0316. The Solicitation will be posted 15 days after this notice beginning on Monday, August 10, 2009 at 1600 EST. Place of Performance: Services will be required within VISN 1: VAMC Bedford, MA VA Boston healthcare System, Boston, MA VA Connecticut Healthcare System, West Haven, CT VA Connecticut Healthcare System, Newington, CT VAMC Manchester, NH VAMC Northampton, MA VAMC Providence, RI VAMC Togus, ME VAMC White River Junction, VT Period of Performance: Base Year:October 1, 2009 to September 30, 2010 Option Year One:October 1, 2010 to September 30, 2011 Option Year Two:October 1, 2011 to September 30, 2012 Option Year Three:October 1, 2012 to September 30, 2013 Option Year Four:October 1, 2013 to September 30, 2014 Subject to availability of funds during the fiscal year and the next fiscal year. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. Solicitation No. VA-241-09-RP-0316 will be posted on FBO on/about Monday, August 10, 2009 at 1600 EST for 30 days. Any firm that believes it can meet these requirements may give written notification to the Contracting Officer within thirty (30) calendar days from the date of publication of the Solicitation. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements as stated within the posted solicitation. Responses will be evaluated however a determination by the Government for the selection is solely within the discretion of the Government. The applicable NAICS code for this procurement is 339113, and the small business size standard is 500 employees. The procurement is set aside for Small Business. To be eligible for award of a contract, vendors must be actively registered in the CCR database. Information on CCR is available at www.ccr.gov. "Interested parties must meet the minimum requirements: 1.Certificate(s) approved by American Board for Certification in Orthotics and Prosthetics (ABC) and/or Board for Orthotics-Prosthetics Certification (Accredited Facilities Program) (BOC); 2.The Certificate(s) of the Prosthetics(s) who is/are working with the VA patients; 3.The records of Competence/Performance Level of the Contractor employees who participate in the solicitation are in accordance with Joint Commission, CMS and other regulatory body requirements. 4.Technical Proposal. This is a pre-solicitation notice only; it is not a request for quotation. No further documents are available at this time. Pre-Solicitation Notice is posted on FBO on Tuesday, July 21, 2009 to Monday August 10, 2009 at 1600 EST. Solicitation No. VA-241-09-RP-0316 will be posted on FBO as of Monday, August 10, 2009 at 1600 EST for 30 days.
