THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W911RZ09T0221. 1.Question. Does the training have to be done in August? Answer. No. Training cannot take place later than October. 2. Question. Is the amount of day for the training (Six 6) set or can they be changes? Explanation. To do a Technician level classes it would be five (5) day for rope and two (2) for vehicle and two (2) days for evaluations. This would be a total of nine (9) days. Answer. Up to ten (1) days will be fine. 3.Question. Can the number of students be changed to 14 instead of 15? Explanation. We have to have a 7-1 student to instructor ratio. If there were only 14 then 2 instructors and two evaluators would be needed for a total of four (4). If 15 students were in the class then an additional instructor and evaluator would be needed for a total of six (6). Answer: Fourteen (14) is fine. 4.Question. It sounds like they want rope to the operations level. Is this what they want? Also, what level do they want the vehicle extrication training to be to? Explanation. The NFPA 1006 standard only certifies to the technician level. There is no way to certify to the Operational level. Answer. We need to be certified to the level that would allow us to receive the DoD Rescue I certification. 5.Question. Is the Department looking to apply for reciprocity over to the DoD Rescue Technician I? Answer: Yes 6. Question. If they are wanting the DoD RT-1 they need confined space rescue also. Do they already have this training? Answer: We already have the Confined Space Certifications. 7. Question. Do they have all the rope rescue equipment needed for the class and is it within the NFPA 1983 standards. Explanation. They talk about vehicle tools but nothing about rope equipment. Answer: Yes. We have all equipment for both disciplines. 8.Question. You talk about a train the trainer classes. Are they looking for a T-N-T class? Explanation. NFPS does not have a certification for T-N-T. I do not do a T-N-T program because of insurance issues. Answer: We are not looking for a TNT. 9.Question. On the contract under statement of work #6a., it states that the Government will provide classroom, training space, vehicles, props and tools needed to cut vehicles. It does not say anything about ropes and equipment needed for rope rescue. Is this needed? Answer. All ropes equipment will be provided by the Government. 10. Question. Under statement of work #6b.1., Rope rescue awareness and operations, it states that they are seeking a basic, operations (not technical) level rope class. But, it says the cirriculum shall meet NFPA 1006 Chapter 6 which is the chapter for Rope Technician. Chapter 5 of 1006 covers the basic requirements needed prior to Chapter 6. This is generally known as the Introduction class to my knowledge. Are they seeking an Introduction to Technical Rescue class or a Rope Rescue Technician class? Answer. We need the NPQ certification for ropes, if that means we need the technical level class then that is what we need to be taught. 11.Question. Will the group being tested be just Vehicle and Machinery and Rope and have general requirements or another level of NFPA 1006 already? Also is the Train the Trainer required? Answer. No. The Train the Trainer is required for us. All responses must be received no later than 5:00 p.m. Mountain Time on 23 July 2009. Quotes may be faxed to (719) 526-6622 attn: LaDonna Collins, or emailed to ladonna.collins@us.army.mil. An official authorized to bind your company must sign the quote. All quotes shall reference and acknowledge all modifications posted to this solicitation, if applicable. The contractor must submit three past performance references and proof of certification with their quote.
