- The South Texas Veterans Health Care System (STVHCS), 7400 Merton Minter Blvd., San Antonio, TX 78229 intends to negotiate a firm fixed price contract for home ventilator services. NAICS Code is 621610; Size Standard is $11.5 million. This procurement is for full and open competition (Unrestricted). This procurement is being conducted IAW FAR 13.501, Test Program For Certain Commercial Item, using simplified acquisition procedures and FAR Part 12, Acquisition of Commercial Items. Contractor will provide equipment management services and home clinical respiratory services to include the initial home assessment, delivery/set-up of either contractor or VA supplied ventilator and all related ventilator equipment, perform preventative maintenance (either contractor or VA supplied ventilator), repair, pick-up of equipment, education/training to patient and caregiver, and provide rental of ventilator systems to include all parts, labor, and expandable materials or supplies and travel costs within the service IAW with the specifications. The Contractor will provide clinical respiratory therapy services and supply the ventilator equipment to the patient at their home of residence. Clinical respiratory services will be provided monthly to include respiratory assessment, oximetry, breath sounds and trach care as specified. Contractor shall provide a certified respiratory therapist. Contractor shall be Joint Commission (JC) accredited and maintain accreditation throughout the life of the contract. Offeror must submit JC certificate with proposal. South Texas Veterans Health Care System (STVHCS) jurisdiction includes the following counties: Atascosa, Bandera, Bexar, Comal, Guadalupe, Kendall, Kerr, Medina and Wilson. This patient population will consist of approximately 8-10 veterans who require home ventilation on a long-term basis. The government intends to make a single award, but reserves the right to make multiple awards. Award will be made on a competitive basis to the responsible offeror(s) responding to this solicitation that provides the best value IAW the solicitation requirements. Awards may be awarded with or without discussions. The contract period is for one year from date of award with four (4) additional one-year options. The solicitation will be issued on or about July 21, 2009. Offers will be due August 18, 2009, 12PM CST. No hard copies will be distributed. Amendments to the solicitation will be posted at http://www.fedbizopps.gov. Paper copies of the amendments will NOT be individually mailed. By registering to "Receive Notification", you will be notified by e-mail of any new amendments that have been issued and posted. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.215-1 Instructions to Offerors. No fax or web-based proposals will be accepted. All questions related to this solicitation must be submitted in writing to Pat.Ward@Va.Gov. Only written questions will be addressed. Solicitation Number VA-257-09-RQ-0206 should be listed on the outside of offeror's proposal envelope for identification purposes and mailed to the correct address listed in the solicitation.
