Description
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) The solicitation document is issued as a request for proposal (RFP). Submit written proposals on RFP number RFQ W91WAW-09-P-0307. (III)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30, effective 15 January 2009. (IV)The North American Industry Classification System (NAICS) code is 611430 and the size standard is $7 Million. The acquisition will be issued as unrestricted. (V)This combined solicitation/synopsis is for purchase of the following commercial services: To acquire Global Payroll Core Engine and Absence training for Personnel Assessment and Integration Division (PAID). PAID needs to have sixteen (16) staff members trained for five (5) days with one (1) instructor at a facilityin Reston, Virginia or the DC Metro Area. (VI) PERFORMANCE WORK STATEMENT PERFORMANCE WORK STATEMENT (PWS) For PERSONNEL ASSEMENTS AND INTEGRATION DIVISION (PAID) 1.0INTRODUCTION This request is to acquire Global Payroll Core Engine and Absence training for Personnel Assessment and Integration Division (PAID). PAID needs to have sixteen (16) staff members trained for five (5) days with one (1) instructor at a facility in Reston, Virginia or the DC Metro Area. Request the training be held 24 through 28 August 2009. 2.0BACKGROUND The Defense Integrated Military Human Resources System (DIMHRS) core will be based on People Soft which is supported by ORACLE. PAID personnel currently have no experience with People Soft or any other payroll systems. 3.0OBJECTIVE The PAID personnel will learn how payroll and absences are processed in order to develop expertise to perform top of the system roles and develop audits required to assure accountability within the system. 4.0SCOPE The PAID personnel will receive expert People Soft instruction on appropriate automated equipment in an environment conducive to their training. 5.0TASK The Vendor shall provide competent instruction in Global Payroll Core Engine and Absence. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP) For PERSONNEL ASSEMENTS AND INTEGRATION DIVISION (PAID) 1. PURPOSE This QASP provides a systematic method to evaluate performance for the purchase order. This QASP does not detail how the vendor accomplishes the work. Rather the QASP is created with the premise that the vendor is responsible for management and quality control actions to meet the terms of the purchase order. It is the Governments responsibility to be objective, fair and consistent in evaluating performance. In addition the QASP should recognize that unforeseen and uncontrollable situations may occur. 2.GOVERNMENT ROLE AND RESPONSIBILITY The Government will ensure that personnel to be trained are available at the training site at the specified time. 3.ACCEPTABLE PERFORMANCE ORACLE shall provide a qualified instructor, complete training in application based People Soft instruction, reference materials and classes: Global Payroll Core Engine and Absence as established in the course material. (VII) Period of Performance (POP): From 24 August 2009 to 28 August 2009 (VIII) The provision 52.212-1 -- Instructions to Offerors -- Commercial Items, applies to this acquisition. (IX) The provision at FAR 52.212-2 Evaluation -- Commercial Items applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable (X).The provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items(By Reference), applies to this acquisition, the offeror must submit a completed copy of with its quote. (XI)The clause at FAR 52.212-4, Contract Terms and Conditions (By Reference), applies to this acquisition. (XII)The clause at FAR 52.212-5 -- Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items is applies to this acquisition (XIII)The Government intends to award a firm-fixed-price order resulting from this combined synopsis/solicitation. (XIV) N/A (XV)Quotes are required to be received in the contracting office no later than 12:00 PM noon EST on July 28, 2009. All quotes must be emailed to the attention of, Richard W.
