Description
The Bureau of Reclamation intends to issue a Request for Proposals for Firm Fixed Price contract to update the Klamath River Coho Salmon Life-cycle model. Principle components of the project to include: Task A - Review and compile information: The Contractor shall synthesize all data and scientific information collected by governmental agencies, organizations, and tribes from throughout the Klamath River drainage. The Contractor must demonstrate that all sources of data have been contacted and to the extent possible, pertinent data was collected. Task B - Analyze Data for Utility to Model: Data from the numerous sources in the drainage will be compiled and analyzed as a combined data set with previous datasets assembled for the Coho Salmon Life-cycle model. Analyses will focus on describing the functions and their parameters for each step of the life-cycle models. Statistical analysis will be completed to update the estimates of variance and confidence intervals for model parameters. Task C - Revise Model: At the discretion of Reclamation, revised parameter estimates will be incorporated into the model as appropriate. Data from the numerous sources in the basin will be compiled and analyzed as a combined data. Analyses will focus on describing the functions and their parameters for each step in each of the life-cycle models. Statistical analysis will be completed to update the estimates of variance and confidence intervals for model parameters. It is anticipated some new functions will be added and some will be revised. This may require a modest amount of revisions to the model. The NAICS Code is: 541690, the related size standard is $7 million. Solicitation R09PS20070 will be posted on http://ideasec.nbc.gov on or about 07/21/2009. The date for receipt of proposals will be approximately 07/28/2009. The solicitation must be downloaded at the above website; no paper copy of this solicitation will be distributed. Prospective contracts MUST be actively registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov to be eligible for award.
