Description
This is a pre-solicitation announcement for the Department of Veterans Affairs, Richard L. Roudebush VA Medical Center, Indianapolis, IN. An Invitation for Bid will be issued on or about July 31, 2009 for a construction project to install upgraded nurse call system. The VA is seeking a Contractor to provide all tools, equipment, material, labor and supervision necessary to install an upgraded nurse call system to include wireless phone integration, resource tracking, bed management, and patient locator functionality (wander guard) for the following areas at the Richard L. Roudebush VA Medical Center in Indianapolis, IN: LL CAT SCAN - RADIATION ONCOLOGY, 1st FLOOR CLINICS, 2nd FLOOR PODIATRY, 3 OBSERVATION, 4 PACU, 4 GI, 4 SICU, 5 MENTAL HEALTH, 6 MICU, and 7 DIALSYS. The system must be compatible and fully integrate with the existing Rouland Nurse Call system currently in operation in areas of the medical center that will not be included in this upgrade. The facility nurse call system will be upgraded and will include wireless phone integration, resource tracking, bed management, and patient location functionality, as well as additional equipment monitoring jacks in each patient room. Installation shall include headwalls for each patient room to allow installation of bed ready buttons and aux. equipment jacks on the headwall without cutting into the existing headwall. The Contractor to include the expansion of the integrated wireless Phone system (including 300 phones and added T1 licenses), and expansion of the resource locating equipment to allow staff to be automatically located throughout the hospital (including 300 personnel and 300 Asset badges). Contractor will be responsible for providing all engineering, programming, and final connections. Installation includes all new nurse call cable. All supplied cable to be installed by contractor. Installation drawings and as-built drawings (predicated on electronic file from Owner) to be supplied by contractor. Contractor shall install all low voltage conduit. Contractor shall be able to install equipment in multiple rooms located next to each other on each day of installation. Provisions for infectious disease or dust control is included. All work shall be accomplished within 200 calendar days after receipt of the Notice to Proceed. All work performed must meet all applicable codes and regulations and be in strict accordance with the contract drawings and specifications. There is no socio-economic set-aside associated with this advertisement and therefore this acquisition is open to all firms meeting the qualifications. The North American Industry Classification Code (NAICS) for this procurement is 236220 and size standard $33.5 million applies. In accordance with FAR 36.204, disclosure of the magnitude of this construction project is between $1,000,000 and $5,000,000. The government intends to award a Firm Fixed Price Contract in September 2009. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will be available for download at no charge at the Federal Business Opportunities System website (http://www.fbo.gov) on or about July 31, 2009. Further details of all dates and events, including bid opening date, will be available in the solicitation. Bidders are advised that they are responsible for obtaining all bid documents and any amendments, and should re-visit the website periodically to look for any updates or amendments. Prospective contractors should complete electronic annual representations and certifications at http://orca.bpn.gov and shall be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov.
