Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for Building Energy Audit Services at Various Locations, Oahu, Hawaii. The contractor shall perform the following services: 1) conduct field surveys of the buildings to inventory and evaluate, including but not limited to, the existing HVAC (heating, ventilation, and air conditioning) system, lighting system, domestic hot water heating system, compressed air system, equipment control systems, renewable energy systems, other electric energy loads, building envelope, and water fixtures to establish a building baseline; 2) review historic energy consumption and conduct on-site monitoring if necessary to determine end-use loads of air conditioning, lighting, water heating, and other electric energy loads; 3) document all relevant equipment nameplates, motor horsepower (HP) and its motor efficiency and equipment co! nditions; 4) summarize equipment in a table format; 5) perform a lighting audit on all buildings with existing lighting systems, which includes a room by room light fixture count stating the types of lamps and light fixtures, fixture quantity, and fixture wattage. The proposed energy conservation measures (ECM) shall evaluate, but is not limited to, more efficient options for HVAC, HVAC control, lighting, lighting control/day lighting controls, water heating, including solar hot water and heat pump, compressed air system, renewable energy systems, building envelope options including window film and cool roof, and other efficient options. ECMs shall also include water conservation such as low flow water fixtures. All proposed ECMs shall have a simple payback of less than 10 years. NAVFAC Hawaii shall provide the electric rate used in the ECM economic analysis. All ECMs shall also include a life cycle cost (LCC) analysis. For the LCC discount rate, use the Federal Energy management Program (FEMP) Energy Price Indices and Discount Factors for Life-Cycle Cost Analysis - April 2008 or the most current version, discount rate for Hawaii. Audit reports should contain technical, price assessments, and various submittals. The NAICS Code for this procurement is 541330 and the annual size standard is $4.5 million. The contract term will be a base period of one year plus four option years. The total term of the contract, including all options, will not exceed 60 months. IDIQ work may be issued via the DOD EMALL, a web-based ordering system, using Government purchase cards. Based upon the responses received, the Government will determine the set-aside method for the procurement. This is a sources sought announcement and is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on responses to this notice. This Sources Sought Synopsis is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP. Interested parties shall submit the requested information by 8/4/09.
