Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U. S. Army Corps of Engineers Transatlantic Programs Center (TAC), Winchester, Virginia is soliciting GSA schedule vendors to quote on furniture as a result of personnel expansion. The requirement is to furnish systems furniture and freestanding furniture as specified in the Specifications below. The specs and layouts are merely notional to provide a concept of the furniture requirements. The winning vendor will be responsible for field measuring and verifying existing site conditions. The contract will be awarded based on best value to the Government. The contractor is to provide the floor plan and a complete list of components with the bid proposal. The contractor is to configure the actual component size(s) from the floor plan. SPECIFICATIONS FOR THE FINANCE CAGE (Dispensing Center), EEO OFFICE, SAFETY/LOGISTIC, PM WORKROOM, AND EXECUTIVE OFFICE The furniture vendor is to provide and install the following furniture and systems furniture as shown on the floorplan and as stated and described below: SYSTEM FURNITURE AND DESKING SYSTEM: Panel system/desking system is to be an A grade line. Panel/desking system is to meet or exceed test method ASTM E84, UL 723, or NFPA 255. The panel/desking system product must provide a complete systems furniture line that includes a segmented panel system, a stacking system, and a freestanding desking system that all coordinate and Integrate with each other. All of the panel hung systems components must be able to be configured into freestanding desking units as well as dismantled back into systems components for reconfiguration or storage. This panel/desking system must be able to offer a variety of finishes on the panels, including fabric, veneer, steel mesh, and hard surfaces. This system is to offer a complete line of files, storage units, and stack-on units as accessories. This product needs to be backed up with a lifetime warranty. The panel/desking system shall have panels in the following widths: 24,30,36,42, 48, 60 Panel heights shall be 30, 42, 50, and 67-69. Panel width shall be nominally 2. The stacking frames are load bearing. The panel/desking system shall have the capability to have lay-in wire management in both top channel and base pathway. All work surfaces and storage desking component s (overhead door fronts, lateral files fronts, pedestal fronts, wardrobe fronts, etc.) will have the ability to be specified in wood veneer in addition to the standard high pressure plastic laminate or painted steel. Panel frame shall be constructed by MIG welding horizontal steel members between tops and bottoms of two vertical steel columns. Vertical columns shall be 15 or 16 gauge steel, and horizontal columns shall be 15 to 16 gauge steel. Panel frame assemblies shall be welded steel. Vertical panel frame slots shall be die-cut into full length of vertical columns along both sides of tube. Within vertical tube, there shall be steel sight barrier. The raceway shall be able to house (22) 25-pair cables, or equivalent, and shall provide a ferrous metal separation between the electrical raceway and section of the panel raceway used for telecommunication cabling. Non-powered base raceway shall be able at any time to be converted to powered base raceway by installing an electrical raceway assemble, without panel disassembly or removal from adjacent panels. Standard powered or non-powered panels for this project shall have tackable acoustical fabric covered on two sides with Class A fire retardant rating. All panel surfaces shall have the same appearance and meet noise reduction coefficient (NRC).65 and sound transmission class (STC 16). Quantity take-offs, location of panels as to powered or non-powered, and varying widths shall be developed from the overall furniture floor plans. All panels shall be installed to maintain a level appearance at the top of the panel with top cap. All systems components, including stack on hutches, wardrobe cabinets, etc. shall maintain a consistent height throughout the installation, level with the top of the panel. Each panel shall have glides with a minimum vertical adjustment of 2. Panel connectors are to be provided. All exposed panel ends shall be covered with finished panel trim end piece that is metal or wood, depending on the panel finish specification. Offeror shall provide all change of height connectors and finished ends as required to completely finish off panels. Panels shall be level, straight, and true when all work surfaces, shelves, and overhead storage units are mounted on panels. The sizes of the desk/storage components shall be coordinated with the systems furniture so that all tops of units shall maintain a consistent height throughout. No desking component shall extend above a finished panel. The base panel material shall be flexible and color penetrated. Offeror shall provide all drawer rods, connectors, top caps, base covers, and finish end covers, etc. as required to accomplish an entirely finished off workstation. All cabling and electrical wiring shall be concealed and managed by vertical wire managers and under counter wire managers. All panels shall have pre-wired base raceways for power receptacles and communication outlets at locations shown. Each component hung panel shall be provided with one shielded duplex RJ-45, CAT 6 outlet and two duplex 110v, 60hertz, NEMA configuration 5-20R electrical receptacles. All other unused panels shall have knockouts for future connection of communication outlet and electrical receptacles. Provide one data faceplate per workstation, black. Furniture installer is responsible for routing the communication wiring in furniture raceway. Connection to RJ-45 outlets and electrical pigtail connection will be by others. Each panel shall be provided power entry and faceplate cutouts. All electrical and data faceplates shall be provided. Provide the required amount of power-in electrical components to properly equip the workstations as per the floor plan. All powered panels and panel connectors shall have a cable/energy barrier separator. Each power in entry feed to the powered panels must be capable of supporting a minimum of six workstations. Each workstation will be provided a phone and computer by the government. Configure work stations or desks either right or left according to the floor plan. Panel finishes: Fabric-color light gray, gr. 2 fabric Trim/base raceway-dark gray Laminate top: light grey speckle WORK SURFACES: Work surfaces shall be panel hung with 7/8 gap at the rear to permit cord passage or wiring access holes both left and right top corners. Attachment hardware shall be included. All work surfaces shall be installed at desk height. The work surface shall be nominally, l 1/8 thick particleboard core with a high pressure laminate top or else wood veneer, laminate underside, and rigid, extruded, integral color vinyl side edges. A galvanized steel hat section shall be affixed to the underside of 54 or longer work surfaces. It shall span the width of the surface and provide stability and prevent deflection. Steel spacers and steel pins shall be provided for fitting the work surface onto the support arms. Supports shall be powder-coat painted, 13-gauge, high-strength, low alloy sheet steel. All hang-on surfaces shall have 2-support arms. Surfaces 66 or longer shall include a center support. The hang-on work surface top shall have a concentrated load limit of 200 pounds. Work surfaces shall be either high pressure plastic laminate with flat edge, or wood veneer with flat veneer edge. RETRACTABEL OVERHEAD DOOR STORAGE UNIT, PANEL MOUNTED Retractable door storage unit shall be mounted on panel frame. The unit combines a retractable door and a shelf and shall be adjustable vertically in one-inch increments. Metal overhead storage units or shelves are constructed of welded steel. The underside of the shelf shall be provided with a same sized task light. All attachment hardware shall be included. Unit top shall be painted 15-16-gauge cold-rolled steel. Hanger clips shall be equipped with anti-dislodgement hooks for attaching flipper door unit to panel frames. The shelf shall be a minimum of 13 deep. The retractable door of the storage unit shall be a steel radius mesh or wood veneer. Retractable door shall have finger-tip lift. User can open from any point along the door from a seated position. Flipper door unit shall have a concentrated load limit in any size of a minimum of 150 pounds. Flipper door shall be able to rest on the top of the unit when open, or to retract into cabinet when open. Finishes: Paint-dark grey OPEN SHELF UNIT Open shelf unit shall be mounted on panel frame. The shelf shall be adjustable vertically in one-inch increments. The underside of the shelf shall be provided with a same sized task light. All attachment hardware shall be included. Hanger clips shall be equipped with anti-dislodgement hooks for attaching shelf unit to panel frame. Shelf shall be formed, painted, cold-rolled sheet steel with double-thick front and back edges. The shelf shall be a minimum of 13 deep. Finish: painted steel, dark grey TASK LIGHTS Task light shall be high-efficiency with quality uniform lighting over the entire work surface and shall be equipped w/high-efficiency, rapid start, Octron-type fluorescent bulbs, with electronic ballasts. Task light shall be mounted under all retractable door overhead storage units and open shelf units with width to match unit length. Provide cord management clips to manage cords. DRAWER PEDESTAL Drawer pedestals shall be provided for all panel system workstations as shown on the furniture floor plan drawings. Pedestals shall be available in a minimum depth of 18 deep and desk height under work surface. Pedestals shall be comprised of box/box/file drawers, file/file/ or box/box/file with top cushion. The pedestal construction shall be a minimum of 22 gauge cold-rolled steel and a self-contained case. Box drawers shall have an adjustable drawer divider and file drawer shall accommodate letter and legal hanging files and 2 file converters. All drawers shall have full extension steel ball-bearing slides. Pedestals shall be in either fixed or mobile styles. (see component lists) Finish: Painted steel-dark grey, textured embossed. PENCIL DRAWER Pencil drawers shall be provided as called for in the workstation component list. (See below). Finish: dark gray PAPER MANAGEMENT Each workstation is to be provided with a paper management support rail to accommodate (2) letter shelves. (6) sorter tray dividers are to be provided per work station to be inserted into one of the letter shelves. Finish: dark gray KEYBOARD PLATFORM AND ARM SYSTEMS Provide an integral keyboard/mouse platform with non-handed mouse slide left or right. Integral mouse trap to keep mouse in place when using negative tilt shall be provided. Every workstation is to be provided with a keyboard platform and arm system. Platform shall have seamless, removable leatherette palm support. Keyboard shall fit straight, diagonal cormer-12 or wider, 90-degree or curved work surface. Unit shall be adjustable lift-and lock height arm with height range from flush to 6 below work surface: a tilt range of 15-degree negative to 10 degree positive. Unit shall not have knob or lever for maximum knee clearance. Arm shall have a progressive ball bearing slide track and fully independent height and angle controls with 360-degree swivel for positioning and storage. STACK ON HUTCHES Provide stack on hutches in sizes as per the floor plan. Hutches are to be steel, with finished steel backs in order to be viewed from the back in an open floor plan. The retractable door of the storage unit stack on hutch shall be a steel radius mesh. Retractable door shall have finger-tip lift. User can open from any point along the door from a seated position. Flipper door unit shall have a concentrated load limit in any size of a minimum of 150 pounds. Flipper door shall be able to rest on the top of the unit when open, or to retract into cabinet when open. Provide each stack on hutch with a task light in the same width as the hutch. Provide each hutch with a same width tack board in gr. 2 fabric. Stack on height is to be slightly lower or equal to the panel height. Provide the necessary attachment device or brackets per hutch. Steel finish: dark grey. Binder bin door fronts: Steel mesh. FILES Files shall be steel construction with extra heavy duty telescoping steel ball bearing slides. Drawer fronts, bottoms and drawers shall be double walled construction. All lateral files shall be provided with counterweights. All lateral files shall be provided with front to back filing, as well as all rail bars, etc. needed for accommodating hanging file folders. Files shall be equipped with locks. Key alike with workstation. Files shall have a dual interlock feature that prevents more than one drawer to be open at once. File cabinet shall have a fully enclosed bottom. File shall have leveling glides that will adjust 1 Files shall have a durable baked enamel finish over a rust-inhibiting primer. Steel finish: dark grey LOCKS Each workstation shall be keyed alike. All lockable components shall be provided with a lock. Provide 2 master keys that will open all of the lockable components. At completion of installation, provide the master keys to facility manager. (d) Unless the offeror clearly indicates in its offer that the product being offered is an equal product, the offeror shall provide the brand name product referenced in the solicitation. (End of provision) A.SITE VISIT A site visit will be held with all interested vendors for the purpose of discussing and dimensions and office/cubicle configurations. Following the site visit, vendors will be requested to submit quotes including delivery and installation costs. The quote should include a bill of materials, furniture specifications, illustrations, the delivery and installation schedule and a furniture placement plan. The site visit is scheduled for Thursday, July 23, 2009 at 10:30 a.m. in the Transatlantic Programs Center. Please provide the names and country of citizenship of those persons who will attend the site visit in advance of the visit. This information is necessary to authorize entry into the building. A temporary badge will be prepared for each visitor. Provide the names and citizenship as soon as possible. Directions can be found by MapQuest using the address below. B.EVALUATION OF QUOTATIONS The Government anticipates making award to the offeror presenting the best value to the Government with technical being equal to cost/price. Technical acceptability will be determined by evaluating each proposal and assigning it an overall pass or fail rating. The product you propose must meet or exceed the Governments minimum requirement, that is pass, the salient physical, functional, and performance characteristics specified in the statement of work. A quotation that achieves a pass rating on each physical, functional, and performance characteristic will be found overall technically acceptable. Your quotation must contain sufficient information for evaluation purposes. Your quotation and the product you propose will be evaluated on the basis of information furnished in the quotation. Some items in the SOW are specified as brand name or equal. Your attention is drawn to FAR provision 52.211-6, Brand Name or Equal of this RFQ. If you are proposing an equal product, proceed in accordance with that provision. Information on equal products should be sufficient to enable the Corps to determine that the product you propose to offer is technically acceptable, that is, it meets or exceeds requirements. The information shall be in the form of technical specifications. You should provide an indication that you will provide all the items listed in the statement of work. This can be done by submitting an itemized price list for the items listed in the SOW. If an item is priced elsewhere within another item you may enter $0.00 for that item or state it is Not Separately Priced (NSP). You may submit the attached SOW that includes a Price column. C.BRAND NAME OR EQUAL A brand name or equal purchase description of an item in the statement of work (SOW) reflects the characteristics and level of quality that will satisfy the Governments needs. The salient physical, functional, or performance characteristics that equal items must meet are specified in the SOW. Refer to Federal Acquisition Regulation clause 52.211-6 Brand Name or Equal for additional information. D.SUBMITTING QUESTIONS Questions can be submitted to U.S. Army Corps of Engineers, Transatlantic Programs Center, ATTN: CETAC-CT-M. The preferred method of receiving questions is by email sent to both lea.walker@usace.army.mil and robyn.ratchford@usace.army.mil. If emailing, prepare your questions in Microsoft Word and attach the questions (use a separate attachment) to the email message. Questions can be faxed to (540)665-4033. Answers will be provided to all contractors on the planholders' list.
