Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation number F1D1099168A002 is being issued a Request for Quotation (RFQ) using Simplified Acquisition Procedures in accordance with FAR 13 guidelines. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-33 and Class Deviation 2005-0001, AFAC 2009-0318, Defense Federal Acquisition Regulation Supplement, and Defense Change Notice (DCN) 20090115. It is the contractor's responsibility to be familiar with all applicable clauses and provisions. This acquisition is 100% set-aside for small business. The North American Industry Classification System code is 238210 with a small business size standard of $14.0M. The items being procured are: 0001: 1 each, Fixed Position Day/Night MiniDome, InterVid MDC-5400 or equal; 0002: 2 each, Mini 22x PTZ Dome camera, InterVid MPD-6500 or equal; 0003: 1 each, 36x PTZ Dome camera, InterVid DND-6300 or equal; 0004: 1 each, Outdoor housing for 36x PTZ Dome camera, InterVid DOH-1100 or equal; 0005: 1 each, Wall mount bracket for Outdoor housing, InterVid WMB-1100 or equal; 0006: 1 each, Keyboard controller with joystick, InterVid KBD-1000 or equal; 0007: 1 each, Control System with 12JPEG Channels with 2TB HD, InterVid DSS-4000-12J-1000 or equal; 0008: 1 each, 19" LCD Flat panel monitor, InterVid LCD-1900 or equal; 0009: 1 LS, Installation and Programming. These items are to be delivered to 89th Arial Port Squadron, 1245 Arnold Ave, Andrews AFB, MD, 20762 and delivery time is 30 days after receipt of order, FOB: Destination. All interested vendors must attend site visit to be held on 24 July 2009, at 8:00 am EST, to ensure proper understanding of the Government's requirement. Vendors attending the site visit must notify the contracting office of their intention NLT 2:00pm EST on Tuesday, 21 July 2009. Basis for Award will be Lowest Price Technically Acceptable (LPTA). Vendors responding to this requirement must include a completed copy of the provisions at FAR 52.212-3, Offeror Representation and Certifications -- Commercial Items (Jun 2009), DFARS 252.212-7000, Offeror Representation and Certifications-Commercial Items (Jun 2005), and DFARS 252.225-7000, Buy American Act-- Balance Payment Program Certificate (Jan 2009) with the quotation. Interested vendors who are already registered in the Online Representation and Certifications Application (ORCA) website (https://orca.bpn.gov) may not need to re-accomplish FAR 52.212-3, but must identify their ORCA registration in the quote. Clauses and provisions may be accessed via the Internet, http://farsite.hill.af.mil or http://www.arnet.far.gov. The following clauses, and provisions, which are incorporated by reference IAW FAR 52.252-2, Clauses Incorporated by Reference (Feb 1998) and FAR 52.252-1, Solicitation Provisions Incorporated by Reference (Feb 1998), remain in full force in any resultant purchase order: FAR 52.212-1, Instruction to Offerors-Commercial Items (Jun 2008), FAR 52.212-4 Contract Terms and Conditions-Commercial Items (Mar 2009), FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (June 2009), is applicable. All interested vendors must be registered with Central Contractor Registration (CCR) at www.ccr.gov. Vendors who are not registered in CCR are not eligible for award.
