Description
The purpose of this amendment 2 is to provide question and answers and establish July 23, 2009, 5:00 pm EST as the deadline for questions. Question: Can you please define "manufactured in another country". What part of manufacturing can not be performed outside of the USA? Can subcomponents (ie sand or packaging material) come from outside of the USA? What if the glass is bent outside of the USA but final cut, inspected, packaged and shipped in the USA? It would be helpful if you could highlight the specific contract language that prohibits "manufactured in another country". Also is this a security stipulation or a BUY AMERICAN type restriction? Answer: Clause 52.225-1 Buy American Act - Supplies, is applicable to this acquisition and full detail about the implementation of the Buy American Act is described in FAR 25.1 - Buy American Act - Supplies. Full text for the Federal Acquisition Regulation (FAR) can be found at www.acquisition.gov/far. In addition to the Buy American Act requiring that the products be manufactured in the United States, it is a security condition for this acquisition. Question: Could you explain how the two-phase process works? Answer: In the Solicitation document under M-2 Source Selection Factors / Criteria, you will find a description of the two-phase process.
