- The General Services Administration (GSA) is a mandatory source for vehicles under the Federal Property Management Regulation (FPMR) 101-26.501 that purchases about 60,000 new model year non-tactical vehicles for Federal Executive Agencies and the Department of Defense (DOD) annually. GSA will issue a Request for proposal (RFP) for medium and heavy-duty trucks to be built in accordance with the Federal Standard 794AC (medium) and 807R (heavy). The Federal Standard 794AC will cover all vehicles with a GVWR 21,000 to 35,000 lbs: 4x2 and 4x4 – cab and chassis, tractors, stake, dumps, and refrigerator trucks. The Federal Standard 807R will cover all vehicles with a GVWR 43,000 to 66,000 lbs: 6x4 and 6x6- cab and chassis, tractors, stake, and dumps. The Federal Standards are available at http://apps.fss.gsa.gov/vehiclestandards/. The contract type will be a Fixed Price with Economic Price Adjustment, Indefinite Delivery, Indefinite Quantity (IDIQ) Contract. The period of performance consists of one (1) Base Year with four(1)Year options. This procurement is not a Set-Aside for Small Business concerns. However all qualified Small Business concerns are encouraged to submit offers. The NAICS code for this procurement is 336120 and the size standard to be considered a Small Business is 1000 employees or less. Anticipated Evaluation Factors are: Technical Capability, Management Capability, Past Performance, and Price. Prospective Offerors: 1. Prospective offerors are required to obtain a user name and password for GSA’s secure online proposal application (AutoBid). User name and password may be obtained by submitting the solicitation number, company name, DUNS number, user’s name, telephone number, and proposed cab and chassis make (e.g. Ford, Dodge, Chevrolet and etc.) to gina.jordan@gsa.gov or joan.summer@gsa.gov. 2. Account information will be provided within five business days of your request. Please request user name and password prior to the issuance of the solicitation to avoid delays. 3. Registration in Central Contractors Registration (CCR) is required. www.ccr.gov. 4. The anticipated issue date of the solicitation is July 20, 2009. Autobid will not be available until the solicitation opens. 5. A pre-proposal conference will be held within thirty (30) working days after publication of the solicitation. Detailed information about the pre-proposal conference will be available as soon as the solicitation is published. We encourage interested firms to register on the Interested Vendors List on FedBizOpps under the solicitation number. All announcements or changes to the intended publication date, the solicitation, and any other information concerning this procurement will be conveyed via the FedBizOpps site.
