Magnetospheric Multi-Scale (MMS)GPS low-noise RF front end electronicsREQUEST FOR INFORMATION (RFI)NASA would like to survey the market for new or existing GPS low-noise RF front endelectronics systems in order to incorporate this information into the MMS Observatoryconceptual design and to obtain answers to several questions, listed below: The Magnetospheric Multiscale (MMS) mission being run from NASA Goddard Space FlightCenter is investigating vendors who can provide front end components for the GPS receiverthat is within the NAVIGATOR subsystem. We are primarily looking for an integrated unitcontaining a Band Pass Filter, DC block and Low Noise Amplifier. Briefly, MMS is a two year mission to measure the magnetosphere with a 4 satelliteconstellation. The constellation will fly in a highly elliptical orbit which extends outto 25 earth radius. Navigator is the subsystem that provides on-board orbitdetermination and timing references for the mission. Navigator uses GPS to determineposition, and time reference.The purpose of this RFI is to identify potential interest in providing GPS low-noise RFfront end electronics for the Project. This request is for information and planningpurposes and to allow industry the opportunity to verify reasonableness and feasibilityof the requirements and to promote competition.While our intent may be to team with industrial partner(s), we are not bound by this RFIto do so. This is not a Request for Proposal, nor a Request for Quotation, nor anInvitation to Bid. Therefore, this RFI is not to be construed as a commitment by theGovernment to enter into a contract nor will the Government pay for information providedin response to this RFI.To consolidate our planning, responses from industry are requested by Thursday, July 30,2009, in the form of written and illustrated concepts, estimates for development costsand schedule, assumptions used for cost and schedule estimates design assumptions, anddescriptions of capabilities. Responses can be submitted via email. The email text mustgive a point-of-contact and provide his/her name, address, telephone/fax numbers, andemail address. The information is requested for planning purposes only, subject to FARClause 52.215-3, entitled "Solicitation for Information for Planning Purposes."It is not NASA's intent to publicly disclose vendor proprietary information obtainedduring this solicitation. To the full extent that it is protected pursuant to the Freedomof Information Act and other laws and regulations, information identified by a respondentas "Proprietary or Confidential" will be kept confidential.It is emphasized that this RFI is for planning and information purposes only and is NOTto be construed as a commitment by the Government to enter into a contractual agreement,nor will the Government pay for information solicited.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released, it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sites forthe release of any solicitation or synopsis.Technical or procurement questions should be directed to the contacts below. Interested offerors shall address the requirements of this RFI in written format asdescribed in the previous paragraphs by electronic mail to the contacts below no laterthan Thursday, July 30, 2009.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application.
