Description
The proposed contact action is for products/service for which the Government intends to solicit and negotiate with only one source, CUBIC Defense Applications, Incorporated under the authority of FAR 13.106. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for quotes. However, all quotes received by 22 July 2009, 10:00 am, MST will be considered solely for the purpose of determining whether to conduct a competitive procurement. Sole Source is based upon the requirement, Multiple Integrated Laser Emitting Systems (MILES) gear, needed by the Deployment Ready Expedition Training (DREST). The MILES gar is needed to ensure compatibility/continuity of the product used within the existing MILES gear. Purchasing this type of equipment from a different source will render the current gear incompatible, unusable, and would be cost prohibitive to the Government. Based on these facts this gear can only be procured through this one source CUBIC Defense Applications. The information listed below includes a detailed description of the items that are intended to be procured as part of this sole source notice. Description - KIT, SIM SYS, IWS, M16 A2/M4 Quantity - 42(EA) SUBJECT: Single/Sole Source Requirement Request, PR # F3L3CA9092A001, MILES Gear Purchase 1. This request is for the purchase of Multiple Integrated Laser Emitting System (MILES) gear as authorized under FAR 13.106-1(b) (1). This single/sole source acquisition is for $100,000.00 or less, and is requested by Mr. Phillip Wickham and Mr. Harvey Kraft for Deployment Ready Expedition Training (DREST). The POC for this requirement is SrA Jared Wiedmer @ 719-556-4285. The facts are as follows: a. This request is for the purchase of MILES Gear used during DREST classes for deploying personnel. This MILES gear is used as a kit. Each kit consists of three pieces: a transmitter, a body harness receiver and a helmet mounted receiver. The transmitter is mounted on the barrel of an M-16A2 rifle and emits a laser beam each time a round is fired. When the laser is detected by the body harness receiver or the helmet mounted receiver a tone is emitted from the body harness indicating that the person wearing the harness is dead. b. In this paragraph, identify the authority AF Form 9, F3L3CA9092A001, fund cite -- ESP Code --. Cubic Defense Applications Inc. provided 42 sets of MILES gear in Feb 2009 to meet DREST requirements. This company can provide an additional 42 sets of MILES gear to ensure that the new MILES gear is compatible with the current MILES gear. c. This "Sole Source" request is needed to ensure the compatibility/continuity of product used within the existing MILES gear. Purchasing this type of equipment from a different source will render the current 42 sets of MILES gear incompatible and unusable. d. Acquiring the MILES Gear on the open competition could, based on price, necessitate the purchase of a product similar to the existing MILES gear but not compatible with the current MILES gear. This purchase would be cost prohibitive as well as impeding the necessary DREST training. 2. Based on the above information it is my opinion that sole source procurement is accurate and in the best interest of the Government.
