Description
The United States Marine Corps Systems Command (MARCORSYSCOM),Infantry Weapons Systems, Quantico, Virginia intends to solicit on a Sole Source basis under the statutory authority permitting Other Than Full and Open Competition 10 U.S.C. 2304(c)(1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Inter-Coastal Electronics; 5750 East MC Kellips Rd. Building 100, Mesa, Arizona, 85215-2740 for the following repair items and repairs: This contract will consist of initial issue provisioning of Missile Simulation Round-Anti-tank Weapon Effects Signature Simulation (MSR-ATWESS) Spare Parts: 5 Shipping Cases with foam, 6 Saber Fire Control System (FCS) Data/Mux Cables, 6 Power Data Cables, 6 Fire Control System Data Module (FCSDM) Assemblies, 6 FCS Extender Power Cables, 6 FCSDM Mounting Plates, 100 FCSDM Assembly Bracket Silver Sprig Load Screws, 10 Cable Base Brackets, 100 Screw End MSR Lanyard, 2 Battery Cover Plates, 100 Caps for Cable Ends Sets, 25 ATWESS Breech with New Arming Levers, 100 B! it Test Switch Protector Boots, and 250 Circuit Tester Dummy Cartridges. There is also a request for the repair of three MSR systems. The repairs include: 1)The BIT LED remains illuminated during step two of the USMC MSR Limited Test Inspection (LTI). 2)The Umbilical Plug is cracked below its normal position preventing system operation.3)The FCSM Enclosure Assembly did not power up. Data/Mux Cable P3 Receptacle also has bent pin.Inter-Coastal Electronics Inc. is the manufacturer and only known vendor of these repair parts and repair services and is therefore the only vendor deemed qualified to provide these parts and services. The North American Industry Classification (NAICS) Codes are 541330 and 336992. This notice is not a request for competitive proposals and no solicitation is available. However, interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data for the items and services, and past performance no later than 2:00 pm EST, 1 August 2009 to Commanding General, Marine Corps Systems Command, Attn: IWS Nicholas Booth, 2200 Lester St., Quantico, VA 22134. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
