Description
SF 1449 Signed Cover Page SF 1449 Construction Project Management Training (CPMT) 1. CONTRACT INFORMATION: This is a combined synopsis/solicitation for commercial item prepared in accordance with FAR Subpart 12.6. This announcement constitutes the only solicitation; proposals are being requested and a paper solicitation will not be issued. The combined synopsis/solicitation number is MCC-09-0096-RFQ-80, and is issued as a Request for Proposal (RFP), with incorporated provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-26. An Indefinite Delivery/Indefinite Quantity (ID/IQ) contract is anticipated. The period of performance is one year with options for four additional years. This requirement is being synopsized under the North American Industry Classification System code 611430 - Professional and Management Development Training, and the size standard is $7M. 2. PROJECT INFORMATION: See attached SF 1449. 3. SELECTION CRITERIA: The selection criteria for this contract are listed below in descending order of importance. 3.1 TECHNICAL CAPABILITY AND QUALIFICATIONS OF CONTRACTOR A. Personnel Qualifications: Offerors shall provide CVs for each proposed instructor, showing their relevant experience in order with the most recent experience first. If more than one instructor is proposed, Offerors shall describe the role of each. Each CV must highlight: a. At least three (3) years of similar prior training experience; b. At least five (5) years experience working on and managing large construction contracts for civil works; c. At least five (5) years of prior experience working in management of international construction projects; d. Prior experience of working in management of at least three (3) large construction projects in developing countries funded by multi-lateral or bi-lateral organizations; and, e. At least five (5) years experience working with FIDIC or World Bank contracts. f. Also, professional competency in French, Spanish, or Portuguese languages will be a strong plus. B. Methodology and Approach: Offerors shall provide a description of their approach to preparing and conducting the Construction Project Management Training. Offerors shall provide examples of the proposed course outline and illustrative examples of syllabus, references, handouts, workbooks, problems, and other course materials. Offerors shall clearly identify their: (a) optimal; and, (b) maximum number of trainees and other constraints. Offerors shall provide information on firm's competence in the areas suggested by the Statement of Work and how specialized experience would be obtained, as required. The information will clearly summarize the nature of the services offered and the types of tasks performed. Offerors shall demonstrate their capacity to accomplish the work in the required time, citing previous contracting experiences, including experience in developing countries and availability of proposed staff, among other appropriate evidence. 3.2 PAST PERFORMANCE Offerors shall provide at least three (3) references for the last three (3) years on contracts similar in nature to this contract with U.S. government agencies. References from institutions that have characteristics that are most similar to the MCC will be preferred. The information will summarize clearly the nature of the assistance contracted, the types of tasks performed and the results achieved through the contract. The Offeror shall provide a concise narrative of each contract. The Offeror shall include the name, telephone number and email address of knowledgeable customer contacts. Offerors are authorized and encouraged to provide information on problems encountered on the identified contracts and the Offeror's corrective actions taken. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all, including sources outside of the Government. 3.3 PRICE Be sure to price each CLIN and provide a total for all requirements. 4. SUBMISSION REQUIREMENTS: Questions regarding this RFP are due on or before 12:00 PM EDT, July 23, 2009.
