- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source under the authority of FAR 6.302-1 to Spyglass Biosecurity, Inc., 1792 Green Street, San Francisco, CA 94123 for the acquistion of Environmental Sample Processor (ESP). This instrument is necessary to collect data through in situ monitoring for harmful algal blooms (HABS) in coastal waters. EPA's program needs and objective require acquisition of real-time measurement of the distribution and concentration of Harmful Algal Bloom (HAB) indicator species, Alexandrium, in coastal waters of the Northeast. These measurements are needed to support timely warning to coastal managers of the occurence of HABs and the probability of risk to human health so that appropriate monitoring and closures can be made. The US EPA will acquire a Enviromental Sample Processor (ESP) with a DNA probe module specific to organisms that cause Harmful Algal Blooms (HABs). The ESP casing will be competent for in-situ deployment on existing mooring within the Northeast Regional Association of Coastal Observing Systems (NERACOOS). The EPA has identified Spyglass Biosecurity, Inc the only vendor capable of satisfying this requirement. The Monterey Bay Research Institute (MBARI) originated the concept for Environmental Sample Processors (ESP). MBARI has built, tested and deployed the prototype instruments. MBARI granted Spyglass Biosecurity, Inc. an exclusive, worldwide license to develop, manufacture, use and sell MBARI's Environmental Sample Processor Technology. Therefore, Spyglass Biosecurity, Inc. is the only source that can provide the Environmental Sample Processor. MBARI does not produce instruments for sale or commercial use. The circumstance permitting is FAR 6.302-1 "Only one resonsible source and no other supplies or services will satisfy agency requirements". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFP) is available. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide pricing that is sufficient to make a determination that competition is feasible. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routing letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
