Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-30. This announcement constitutes the only 100% small business set aside solicitation and a written solicitation will not be issued. This synopsis, NAICS code 333911, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Award will be made to the party whose quote offers the best value to the Government, technical, price, and other factors considered. The Government may award this contract to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor described to "Meet or Exceed the Requirement," 2) Past Performance and 3) Price. Technical Capability and Past Performance, when combined, are significantly more important than price. This solicitation is issued as a Request for Quote (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for a rapid solvent evaporator. General Duties/Description of Work Statement of Work: The sample evaporator will be capable of evaporating extracts and samples containing water and organic solvent by the use of vacuum, centrifugal force/ vortexing and heat (infrared light or steam). Required Specifications: 1. The evaporator shall have the capability of evaporating large volume samples (i.e. volumes of at least 400 mL). 2. The evaporator shall accept up to six samples with volumes of at least 400 mL. 3. The sample shall be dried at low temperatures (40 deg C) by using heat from steam or infrared light to prevent chemical degradation. 4. The evaporator shall dry down the sample solutions directly into a 2.0 mL or 20 mL sample storage vial to avoid reconstitution and the need to transfer sample solutions. 5. The evaporator shall have an integrated automatic vacuum pump reaching 3 mbar which will be controlled by its own computer. 6. The evaporator shall be capable of unsupervised operation. 7. The evaporator shall be equipped with a second stage cold trap to collect any uncondensed vapors after the vacuum pump. 8. The evaporator shall have a direct drive rotor with no bearings exposed to solvent vapors. 9. The evaporator shall have a bumping control system to prevent sample loss. 10. The evaporator shall have the ability to load new methods via USB. 11. The evaporator shall have a built in data-logging of methods. 12. The evaporator shall have automated pressure control which is optimized for different solvents. 13. The evaporator shall have an automatic shut-down feature after the method is finished. 14. The evaporator shall be easy to install by the customer without needing a service engineer to install the equipment. 15. Warranty: Must have a one year extended warranty. Period of Performance Please provide a quote for a maintenance agreement for each year below: Base Year: 08/11/09 – 08/10/10 (one year manufacturer’s warranty included) Option Year 1: 08/11/10 – 08/10/11 Option Year 2: 08/11/11 – 08/10/12 Option Year 3: 08/11/12 – 08/10/13 Option Year 4: 08/11/13 – 08/10/14 CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract.
