- Description
- RECOVERY ACT - The Atlanta VA Medical Center, 1670 Clairmont Road, Decatur, GA intends to award a construction contract for project 508-09-118, Renovate Mental Health project. This project will be awarded under the American Recovery and Reinvestment Act (RA) (Stimulus Funds) of 2009. The solicitation will be available on or about Friday, July 31, 2009 on the Federal Business Opportunity website (FedBizOpps). A Pre-Bid site visit is scheduled for Thursday, August 13, 2009 at 9:00 AM at the Atlanta VA Engineering Conference Room, GC-126 on the ground floor. The site visit is not mandatory but highly recommended. Questions regarding the project must be submitted in writing and will not be accepted after Tuesday, August 18, 2009. All questions shall be submitted to the Administrative Contracting Officer, please see the solicitation for detailed information. It is the responsibility of the bidder to ensure a complete solicitation package is downloaded from the Federal Business Opportunities website. The date and time for the bid opening for this project will be Tuesday, September 1, 2009 at 1:00 PM EST. The Renovate Mental Health construction work includes general interior demolition, alteration, mechanical and electrical work for the improvement of patient safety, security and privacy. Work includes, but is not limited to the replacement of fixtures, epoxy and urethane finishes on existing ceramic wall tile, gypsum board patching and repair of walls, ceiling and painting. All work must be completed as shown on the drawings and written in the specifications. The contractor who is awarded the project shall provide all supervision, labor, equipment, materials and any other expertise necessary for the completion of the work. All work will be in strict compliance with all applicable codes and VA regulations and shall be completed withinsixty (60) calendar days after date of the receipt of the Notice to Proceed. This will be a firm-fixed price contract award as a result of the Sealed Bid (IFB) lowest bid process. The NAICS code is 236220 - Commercial and Institutional Building Construction with a small business size standard of $33.5 million. The estimated construction cost is between $250,000.00 and $500,000.00. Notice of Set-Aside for Service-Disabled Veteran-Owned Small Business Concerns: (a) The proposed contract is 100% set-aside for award to service-disabled veteran-owned small business concerns. Offers from others than service-disabled veteran-owned small business concerns will not be considered and shall be rejected. (b) Definitions. As used in this provision, Service-Disabled Veteran-Owned Small Business Concern (1) means a small business concern (i) not less than 51% of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51% of the stock of which is owned by one or more service-disabled veterans; and (ii) the management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. (2) Service-disabled veteran means a veteran defined in 38 U.S.C. 101(2), with a disability that is service connected, as defined in 38 U.S.C. 101(16). The Government shall make award to the responsible, responsive bidder whose bid, conforming to the invitation, will be the most advantageous to the Government.
