The U.S. Department of Commerce, Florida Keys National Marine Sanctuary (FKNMS) in Key West Florida, intends to award a contract for base period plus (4) four option years to develop and implement an Early Warning System to predict the onset of mass coral bleaching in the Florida Keys.. Coral bleaching is a stress condition in reef corals that involves a breakdown of the symbiotic relationship between corals and unicellular algae (zooxanthellae). These microscopic plants live within the coral tissue and provide the coral with food for growth and their normal healthy color. Affecting corals during the warm summer months, the symptoms of bleaching include a gradual loss of color as their algae are expelled from the coral tissue, sometimes leaving corals bone white. This information from the Early Warning System will allow managers to better assess, communication, and respond to mass bleaching events. The Early Warning System will consist of three elements designed to detect each of these stages: climate monitoring, sea temperature monitoring, and volunteer observations. Minimum Requirements: Demonstrated experience managing volunteer monitoring programs in collecting observations on extreme events in the Florida Keys National Marine Sanctuary Knowledge of the Florida Keys coral reef ecosystem. Knowledge of the existing relevant research in the Florida Keys. Demonstrate scientific expertise for data synthesis and interpretation relevant to coral bleaching or other episodic events. Familiarity with appropriate environmental data sets and the individuals and organizations that collect these data sets. NAICS code is 541990. Business size standard is $7.0M. This support service is being procured under the guidelines of FAR Part 12, Commercial Items Procedures. The solicitation can be uploaded from this website.
