Description
This is not a request for a quote. The intent of the pre-solicitation synopsis is to identify potential offerors for Repair No. 5 and No. 6 Frequency Converter Systems at Bldg. 1805, U.S. Fleet Activities, Yokosuka, Japan. Description This contract action is for services for which NAVFAC FAR EAST, Facilities Engineering and Acquisition Division (FEAD) Yokosuka intends to solicit and negotiate with only Toshiba Corporation under the authority of FAR 6.302-1, since the frequency converter is not stand-alone equipment when considering the whole base electrical system. The frequency converter is electronically connected to the centralized computer system called Supervisory Control and Data Acquisition (SCADA). The SCADA system picks up various electrical data from the entire base electrical systems including frequency converters to properly monitor and control the entire system. Therefore, the frequency converters must be overhauled, maintained and repaired in a way that compatible to the SCADA. Using a different company's converter would lead the Government to change the whole other existing supportive equipment. The converter manufacture by the other companies is not adaptable to an existing SCADA system that has to work synchronously with the converter. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all correspondence received no later than 16 August 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
