Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number: W9114F-09-T-0092 issued as a request for quotation (RFQ). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. Not a set-aside. North American Industry Classification System (NAICS) code for this solicitation is 339116. Specifications Element content in mass %: 71.0 Au, 12.3 Ag, 2.0 Pt, 1.9 Pd, 12.2 Cu, 0.5 Zn Melting range: 900 degrees Celsius Solidus and 930 degrees Celsius Liquidus Melting crucible: Graphite Ship door to door: USAMMCE Receiving Bldg 4171 Husterhoeh Kaserne Pirmasens, Germany 66953 Required delivery date is 4 August 2009. DFARS 252.225-7041 Correspondence in English DFARS 252.229-7000 Invoices Exclusive of Taxes or Duties (Jun 1997) DFARS 252.229-7001 Tax Relief Alt I (Jun 1997) DFARS 252.229-7002 Customs Exemptions (Germany) DFARS 252.232-7008 Assignment of Claims (Overseas) DFARS 252.233-7001 Choice of Law (Overseas) Manufacturer must meet the following equipment salient characteristics: Evaluation Criteria Standard Sub-factor 1: Gold alloy shall meet the element content in mass% of 51.5 Au, 37.9 Pd, 8.5 In, 2.0 Ga for line item 0001 and 71.0 Au, 12.3 Ag, 2.0 Pt, 1.9 Pd, 12.2 Cu, 0.5 Zn for line item 0002. Sub-factor 2: Melting range requirement for line item 0001 is 1130 degrees Celsius Solidus and 1280 degrees Celsius Liquidus and for line item 0002 is 900 degrees Celsius Solidus and 930 degrees Celsius Liquidus Sub-factor 3: Shall meet the color requirement for the alloy: white for line item 0001 and rich yellow for line item 0002 Sub-factor 4: As an urgent requirement, offeror shall meet the required delivery date of 04 August 2009. Award will be made on a lowest priced, technically acceptable quote that is rated acceptable for all of the stated salient characteristics. The following evaluation standards will be used: Acceptable: A proposal that satisfies all of the Governments requirements with minimal detail to indicate feasibility of the approach and shows a minimal understanding of the problems, with an overall moderate to high degree of risk in meeting the Governments requirements. Unacceptable: A proposal that contains a major error(s), omission(s) or deficiency(ies) that indicates a lack of understanding of the problems or an approach that cannot be expected to meet requirements or involves a very high risk; and none of these conditions can be corrected without a major rewrite or revision of the proposal. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award.
