Description
The Agency for Healthcare Research and Quality (AHRQ), Center for Quality Improvement & Patient Safety (CQuIPS), through the Program Support Center, Division of Acquisitions Managements, intends to award a 18 month sole source contract using simplified acquisition procedures to the BJM Publishing Group, BMA House Tavistock Square, London. The purpose of this project is to review, edit, and manage all aspects of editorial production for a collection of papers, compiled in a supplement, on patient safety and quality of care that focuses on recent advances in the international human factors and ergonomics research community. The effort will build upon presentations and papers presented at the 2008 International Conference on Healthcare Systems Ergonomics and Patient Safety held in Strasbourg, France by authors prominent in the worldwide patient safety movement. The vendor, in conjunction with the AHRQ Project Officer, will issue a call for papers from the most promising conference papers, focusing on a diversity of human factors applications in a variety of clinical settings. It is anticipated that papers will be received from, but not limited to, the United States, United Kingdom, Canada, Denmark, Italy, France, Holland, Belgium, Germany, Israel, Australia, and Japan as well as developing countries. To ensure that the papers in the supplement are of the highest quality and reflect state-of-the-art worldwide knowledge, all papers will adhere fully to the journal’s peer review process. In addition to informing AHRQ’s patient safety personnel and the Agency’s patient safety grantees, the audience for this supplement extends to the global health care community. The contractor shall be responsible for but not limited to the following: Serve as point of coordination for submitted papers; Conduct peer review of submitted papers; edit, revise, typeset, and proofread papers; produce final copy of supplement; post on journal website. The contractor shall submit the following deliverables: Submit final copy of supplement to AHRQ; post final version of supplement on journal website The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
