- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number: WK4NKT-9187-8403 issued as a request for quotation (RFQ). (iii) Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. (iv) Not a set-aside. North American Industry Classification System (NAICS) code for this solicitation is 334516. (v) The Europe Regional Contracting Office has a requirement to purchase in-house capabilities for complete blood count, chemistry panels, coagulation profiles, electrolyte levels, blood gas analysis, urinalysis, and ELISA Snap test analysis for Military Working Dogs and privately owned animals. Description of requirements for the items to be acquired: CLIN 0001 BLOOD CHEMICAL AND ELECTROLYTE ANALYZER, IDEXX, Inc. Catalyst Dx or equal, Quantity 1 each. Salient characteristics: Ability to run up to four samples simultaneously, onboard whole blood separation, automated sample pipetting, automated dilutions, and utilize dry slide technology. The analyzer must be able to perform the following tests: ALB, ALKP, ALT, AMYL, AST, BUN Ca, CHOL, CK, CI, CREA, GGT, GLU, K, LAC, LDH, LIPA, Mg, Na, NH3, PHOS, TBIL, TP, TRIG, UCRE, UPRO, URIC and perform the following calculations: ALB/GLOB, BUN/CREA, GLOB, Na/K, Osmolality, UPC. CLIN 0002 HEMATOLOGY ANALYZER, IDEXX, Inc. LaserCyte Hematology Analyzer or equal, Quantity 1 each. Salient characteristics: Five part optical white cell differential, absolute reticulocyte count reported in absolute number and percentage, closed sample processing, and primary tube sampling and mixing system. The analyzer must be able to run the following parameters: Hct, RBC, Hgb, MCV, MCH, MCHC, RDW, reticulocytes (absolute number and percentage), WBC, neutrophils (number and percentage), lymphocytes (number and percentage), monocytes (number and percentage), eosinophils (number and percentage), basophils (number and percentage) and platelets (number, MPV, PDW and PCT). CLIN 0003 LABORATORY INFORMATION MANAGEMENT SYSTEM, IDEXX, Inc. VetLab Station or equal, Quantity 1 each. Salient characteristics: System must be able to integrate results from all other analyzers in this requirement, run multiple analyzers from one screen, and store historical results. CLIN 0004 ELISA SNAP TEST ANALYZER, IDEXX, Inc. SNAPshot Dx Analyzer or equal, Quantity 1 each. Salient characteristics: Two testing ports, autocalibration. The analyzer must be able to perform the following tests: Total Thyroxine (T4), Cortisol, Bile Acids, FIV/FeLV, cPL, 4Dx (heartworm, Ehrlichia canis, Lyme disease, Anaplasma phagocytophilum). CLIN 0005 COAGULATION ANALYZER, IDEXX, Inc. Coag Dx Analyzer or equal, Quantity 1 each. Salient characteristics: Test Precision d10% C.V. for whole blood samples. The analyzer must be able to perform the following tests: aPTT, Citrate aPTT, PT, Citrate PT. CLIN 0006 ELECTROLYTE AND BLOOD GAS ANALYZER, IDEXX, Inc. VetStat Electrolyte and Blood Gas Analyzer or equal, Quantity 1 each. Salient characteristics: Capable of running samples of whole blood, plasma, and serum, automated sample aspiration, syringe and capillary tube application. The analyzer must be able to perform the following tests: Na+, K+, Cl-, pH, PCO2, tCO2, HCO3-, anion gap, base excess, PO2, SO2, tHb, Ca++, GLU. CLIN 0007 URINALYSIS ANALYZER, IDEXX, Inc. VetLab UA Analyzer or equal, Quantity 1 each. Salient characteristics: The analyzer must be able to run the following parameters: pH, LEU (leukocytes), PRO (protein), GLU (glucose), KET (ketone), UBG (urobilinogen), BIL (bilirubin), BLD (blood/hemoglobin). CLIN 0008 COOLER, Quantity 1 each. (vi) The place of delivery and acceptance will be U.S. Hospital Landstuhl, 66849 Landstuhl, Germany. All offerors must quote FOB Destination, Landstuhl Regional Medical Center, Landstuhl, Germany. (vii) 52.252-1 -- Solicitation Provisions Incorporated by Reference. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer.
