- Meeting Minutes RFP connector Spec Stand The OO-ALC/PKESA, Hill AFB Utah, intends to solicit, negotiate, and award a FFP contract over a two year period for a new F-15 Pitch and Role Channel Assembly (PRCA) and Aileron Rudder Interconnect (ARI) testing stand console to the responsible quoter whose proposal conforms to the solicitation, which will be most advantageous to the government. The Government reserves the right to not make an award at all. The Government will have the contract option for an addition 11 PRCA/ARI consoles. This is a contemplated action, and is subject to the availability of funds. The 309 CMXG is responsible for testing using the F-15 Pitch and Role Channel Assembly (PRCA) and Aileron Rudder Interconnect (ARI) testing. This workload is currently done through a General Purpose Test Consoles (GPC), the Pitch Trim Test Consoles (PTC), and the Auxiliary Test Consoles (ATC) originally manufactured by Moog. Part Numbers: 145-78200-3, 145-78200-4, 145-78200-5, 145-78201-3, and E04812. These Consoles are compatible with test stands part numbers 007-68297, 007-68297-1, PRCA test fixtures part numbers 077-78203-1, 077-78203-2, and ARI test fixture part number 077-78204. The purchase specification establishes the minimum performance, safety, design, fabrication, installation, and test requirements for a PRCA/ARI testing console at Hill AFB, UT. The contractor shall design the test console to combine all current consoles, while being combatable with existing test stands and test fixtures per the PRCA/ARI test console specifications, which shall accommodate Air Force testing (T.O. 9H23-2-3, T.O. 9H27-2-3, T.O. 33D7-25-62-1, 33DA21-1-111, 33DA21-1-121, 33DA35-3-1, and 33D7-25-61-1). The 309th sought input from firms and all members of industry that concentrate in General Purpose Test Consoles design, development, assembly, and applications to obtain an understanding of current systems and Technical Areas with regard to current usage of Test Consoles and Testing Stations for use in acquisition process, evaluation, and contract administration, among others, in order to develop our acquisition strategy and Request for Proposal.
