- Question that had been asked to NRCS in regards to the cost of title insurance, please see question asked and answer below: QUESTION: In Part I-The Schedule, Section B, USDA is asking my company to supply a Quote for Title Insurance Premium for $1000 Value. What does this $1000 Value relate too? Is this asking for $1000 per easement or some other figure such as the purchase price? If it is another number, could you provide a range of purchase prices in the past? ANSWER: The question is asking for a cost of title insurance per $1,000 value of the easement. Example: What is the cost of title insurance where the government has acquired an easement for $500,000? This needs to be expressed in cost/1000 dollars Section M-Evaluation Factors for Award changed from 100 total possible points to 80 points. Delivery Date changed to July 22, 2009 Questions from Vendor with Answers from NRCS: QUESTION: 1. Is this contract seeking a Super Vendor which can handle title searches and closings in all 23 counties of Maryland? ANSWER: Yes, we are looking for a vendor that has the ability to handle title searches in all 23 counties QUESTION: 2. Are we in a stronger position if we submit bids for all 5 zones? ANSWER: no QUESTION: 3. Does it weaken our chances to submit bids for only one or two zones? In other words, if we are rated the best bid for the zones we bid for, will we be at a disadvantage if the second best bidder has submitted bids for all 5 zones? ANSWER: no QUESTION: 4.If we will need to rely on subcontractors for title searches and closings in distant locations, do those subcontractors need to be disclosed in our bid? ANSWER: No as long as the results meet the standards QUESTION: 5. Will the buyer be preparing the Deeds, Covenants, Easement and other instruments to be recorded? if so, this will lessen the cost of legal fees. ANSWER: Yes NRCS prepares the deeds and everything associated with deeds including closing instructions, the closing agent will do the final title review then either NRCS completes the closing of the easement if necessary or else the closing agent will complete this step. We do not anticipate a change in the cost of the legal fees.
