- Questions received from interested participants and our responses follow: Question 1: Would a bid for less than all items be considered or, are there provisions for multiple awards? Answer: The original synopsis solicitation has been revised to read: The provision at 52.212-1 Instructions to Offerors Commercial Items is applicable and is tailored as follows: Paragraphs (b)(4), (d), (e), (h), (i) and (l) are deleted. Offers for quantities less than those specified or for less than all items specified in the bid schedule will not be considered. The original synopsis solicitation is further revised to read: The provision at 52.212-2 Evaluation Commercial Items is applicable; evaluation factors are Price and Past Performance. Price is significantly more important than past performance. Offerors shall submit with their offer a listing (maximum of three) of recent relevant contracts they have performed in the last three years similar in scope to this requirement. Listing shall include description of contract, contract number, point(s) of contact, telephone number and email address, dollar amount of contract, and period of performance. The Government intends to make award to the low priced, technically acceptable, responsive and responsible offeror whose offer is most advantageous to the Government considering only price and past performance. Closing date remains unchanged as 07-21-2009, 2:00 P.M. CT. Offers may be faxed to Kevin Day at 270-798-7548, or submitted by email to Mr. Day, kevin.day1@us.army.mil. Offers must be received NLT 07-21-2009, 2:00 P.M. CT. Offers may also be mailed to the address indicated above. Offers received after 07-21-2009, 2:00 P.M. CT will not be considered and will be rejected.
