- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following items: CLIN 0001 1 each OPM Near Term Improvement Plan Phase I. The intended delivery date for the item(s) is August 31, 2009. The Government intends to award a Firm-Fixed Price sole source contract to CMB Project Management Consulting Services. This firm provided the initial OPM3 Assessment on Contract #W91ZLK-09-P-0199. CMB has the background, knowledge and understanding of the organization. The Improvement Plan Phase I provides the follow-on technical services to implement the near-term recommendations for moving the organization forward in its business transformation efforts. The associated North America Industry Classification System (NAICS) Code is 541611 and the Business Size Standard is $7.0 million. All responses received within ten (10) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 PM Eastern Time, Friday, July 24, 2009. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
