Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division, anticipates award of a service contract that will cover FY10 - FY11 service requirements related to US Navy submarine storage batteries. This will be a sole source procurement to EnerSys Technology, Warrensburg, MO based on FAR 6.302-1, only one source capable of meeting the Government's requirements. A firm-fixed price contract is anticipated. Requirements covered will be field and maintenance services for EnerSys main storage batteries on submarines that are in service (i.e., not under construction). The Navy is in the process of transitioning from the flooded lead acid batteries to Valve-Regulated Lead Acid (VRLA batteries); installation of batteries are beginning to shift away from flooded lead acid to VRLA batteries. As part of the field services effort the contractor is required to make routine visits at least once a year to each submarine as authorized by the Government, and make emergency visits as authorized. The maintenance portion of the effort requires the contractor to have a complete maintenance program for all batteries on submarines. Requirements specific to battery type require assistance in the planning, installation, testing, checkout, adjustment, disassembly and repair of submarine battery cells; and performance of on-the-job instruction and training of Navy personnel (military and/or civilian). It is estimated that 2.0 man-years per year will be necessary to complete the requirements. The applicable NAICS classification is 541330. A Confidential Security Clearance is required. Interested parties may submit inquiries or request a copy of the solicitation by sending an email to lorna.tribby@navy.mil. The solicitation will be available on or about 30 July 2009 via the Internet at the NSWC Crane Homepage at http://www.crane.navy.mil and will close on or about 31 August 2009. Point of contact is Mrs. Lorna Tribby, Code 0564EQ, telephone 812-854-6021, fax 812-854-3465, or email lorna.tribby@navy.mil.
