- The Program Manager Test Measurement and Diagnostics Equipment, Marine Corps Systems Command (PM TMDE, MARCORSYSCOM), is conducting a technology study that will support development of objective sources of action associated with Next Generation Ground Marine Corps Automatic Test System (NGEN ATS) support requirements. This Request for Information (RFI) is part of an NGEN ATS effort which culminates in a technical analysis that will identify alternative Commercial Off-the-Shelf (COTS) solutions that meet current and future NGEN ATS capability requirements. As such, MARCORSYSCOM seeks industry input that identifies candidate solutions that have been developed or are in development that will satisfy current/future NGEN ATS requirements. NGEN ATS is envisioned to be a reconfigurable test system capable of supporting a wide variety of Marine Corps electronic, electrical, electro-mechanical, and electro-optical ground weapon systems/support equipment and will be employed within the Marine Corps' three Level Maintenance Concept. PM TMDE is required to support current and emerging weapon systems with minimal proliferation of special purpose test equipment. Instead of weapon system program managers providing their own specialized support solutions, the goal of PM TMDE is to provide a common, multi-functional test system capable of supporting the troubleshooting and repair of multiple equipment platforms. Toward that end, PM TMDE has procured and fielded several generations of General Purpose Automatic Test Systems to the Marine Corps. However, technological advances in weapon system design and performance, coupled with impending obsolescence of fielded ATS instrumentation, dictate that a next-generation test solution must be identified and employed in order to meet the demands of future combat systems. NGEN ATS capabilities are categorized in the three following areas: Test and Diagnose; Collect, Store, Analyze and Display; and Standards and Operational Requirements. (See attachment for specific capabilities envisioned for NGEN ATS). RFI submissions should include company name, address, point of contact, and email address. Responses should incorporate as much detailed information as possible to include, but not limited to: Technology/System information: (1) provide manufacturer/developer name and describe company competencies; (2) white papers and/or product literature that describe the functionality/capability of the technology(ies) or system(s); (3) technical/performance information (e.g., weight, dim! ensions, power supply); Operations concept for the technology(ies) or system(s) (e.g., how it is employed, role and number of operators); current employment (if any) by other organizations; current technology maturity or technology readiness level (TRL) and maturation plans; and relation/integration with and dependence upon other technologies or systems. Cost information: (1) procurement (unit) costs - describe unit baseline capability against the NGEN ATS requirements above and provide unit prices for the baseline - describe if the units are warranted, and if so, describe the coverage (e.g., labor, parts, and shipping), the duration of the warranty in months, and what triggers the warranty - describe if there are special tools required to repair the units and, if so, provide the Rough Order Magnitude (ROM) cost of each kit/tool and the kit to unit ratio (e.g., 1:1, 1:3) - provide the delivery date. (2) development Costs - describe if modifications to your existing test suites would be required in order to meet all Marine Corps and NGEN ATS requirements and describe the modifications as hardware, firmware or software if software or firmware development describe the size of the modification in Function Points, size metric and if CCAs, describe how many and how complex. Describe the ROMs for the changes and the proposed schedule by currently unmet ATS requirement. (3) support Costs - describe the range of contractor support that is available for the units (e.g., 24x7, CONUS only, in-theater) - describe if there are consumables for these units - describe if these units come with generators and, if not, describe if the units are configured for generator (standalone) power - describe the power requirement for the baseline unit(s) and with each add-on. Any proprietary information submitted may be used in establishing requirements, but specific offeror information will be safeguarded as proprietary. There is no page restriction associated with this RFI; however, an executive summary, not to exceed five (5) pages, should accompany each submission. The Marine Corps will use the results of this announcement to determine what capabilities currently exist in the marketplace which meet the Government's requirements outlined above. Interested vendors are requested to submit their responses no later than 2:00pm EST, 12 August 2009. All submissions shall be UNCLASSIFIED and include a hard copy version along with one electronic (soft) copy on a CD-ROM formatted for a personal computer. Submissions should be sent to: Commanding General, Marine Corps Systems Command, Contracts - PG16 (CT 023), ATTN: Ruth Gullette, 2200 Lester Street, Quantico, VA 22134-6050. E-MAIL SUBMISSIONS ARE NOT PERMITTED. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. This RFI is for planning purposes only and shall not be considered as an obligation by the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input submitted in response to this RFI. Responses to this RFI will not be returned. Vendors responding to this RFI, understand that Computer Sciences Corporation (CSC), Tecolote Research, Inc., and Uchil, LLC under a Technology Study for PM TMDE, MARCORSYSCOM, will be reviewing and collating all responses to this RFI.
