- The Naval Research Laboratory (NRL) intends to negotiate a contract on the basis of Other Than Full and Open Competition IAW 10 USC 2304(c)(1), only one responsible source. NRL will negotiate with Tobii Technology Incorporated, 510 N. Washington St., Suite 200, Falls Church, VA 22046, for Tobii T120 and X60 eye-tracking hardware system and software and warranty. The system must be able to track where operators are looking without being in contact with the operator. Calibration of the person must be quick, efficient, and accurate. Spatial resolution must be less than or equal to.2 degrees of visual angle; accuracy must be less than.5 degree of visual angle. Additionally, the system must be able to track many different ethnicities with a full range of glasses and contacts. The eye-tracker must also be able to track at a minimum of 60Hz. The eye-tracker must be able to allow freedom of head movement in a box a minimum of 30 x 20 x 30 cm at a range of 60-80cm. The operator must be able to move away from the eye-tracker (perhaps for an extended period), and return without a new calibration period. Because there are many situations where Navy operators get up and move around, the ability to move away from the eye-tracker and come back without recalibration is absolutely critical. This also requires that the eye-tracker be non-tethered and not a head-mounted system (head-mounted systems do not allow much freedom of head-movement and tethered versions not only require a longer time to reacquire since the tether increases time but also allow limited mobility). The use of fiducials is unacceptable because they are an obvious sign of who is being tracked. The software development kit (SDK) must work with both MS visual basic and MS visual C++. Both the T120 and X60 from Tobii have a spatial accuracy of.5 degrees and a resolution of.2 degrees. They allow freedom of head-movements while tracking to be 30x22x30cm at a distance of 70cm. The T120 tracks at 120Hz and the T60 tracks at 60Hz, both within specifications. It allows tracking with most/all ethnicities and eye-colors, and is able to track with all forms of glasses and contacts. Initial calibration is fast and accurate and does not require a head-mounted display. Finally, and critically, the Tobii eye-trackers allow an operator to leave the eye-tracker and return an extended period later without a new calibration period.
