Description
Solicitation No: HHSI16120090043C The Indian Health Service (IHS) Division of Engineering Services Dallas is seeking highly qualified firms for a competitive award of a Construction Manager at Risk contract for the construction of a New Ft. Yuma Health Care Facility. Firms responding to this sources sought request must have satisfactory prior experience and a satisfactory track record of performing large complex projects of similar size and nature in the past five years. Project Description. The Indian Health Service plans to construct a new Ft. Yuma Health Care Center to be located on the Quechan Reservation in Winter haven, California. The proposed new 7,088 gross square meter health center will provide enough space and staff to expand the level of health care services of the Ft. Yuma Service Area. In addition to the Indian Health Service programs, several tribally operated health programs will be housed within the new facility. This integration will improve the collaboration and partnership of the Quechan Tribe, the Cocopah Tribe, and Indian Health Service. The procurement method for this contract is commonly known as “Construction Management at Risk with Guaranteed Maximum Price (CM at Risk). The CM at Risk performs professional management services, but generally does not perform any construction work, with the exception of General Condition items, with its own forces. The procurement of CM services will be awarded in two parts, hereinafter, called PART A (Base Service) for pre-construction consultation services and PART B (Option) for construction management with a guaranteed maximum price (GMP). The contract will be a negotiated firm fixed-priced contract. Competitive formal Best Value Source Selection process in accordance with Part 15 of the Federal Acquisition Regulation (FAR) will be used to ensure selection of the source evidencing the best overall capability to perform the work in a manner most advantageous to the Government, as determined by evaluation of proposals in accordance with the established criteria. The qualifications submitted by each firm will be reviewed and evaluated to identify the most highly qualified firm. BID BONDS, PAYMENT AND PERFORMANCE BONDS WILL BE REQUIRED. NAICS CODE IS: 236220 Commercial and Institutional Building Constructions The estimated project size is between: $15M to $25M SET-ASIDE NOTICE: This procurement is set aside under the Small Business Competitiveness Demonstration Program, FAR Part 19, and will be unrestricted full and open competition between large and small business firms. The solicitation document package will be available on or about August 1, 2009.
