- The Naval Medical Logistics Command intends to negotiate with vendors on an open competition basis to procure a navigation system replacement on behalf of the United States Navy. Offerors are required to forward proposal and technical documentation by August 3, 2009. The technical documentation will be compared to the essential minimum essential characteristics and the evaluation factors listed below. Essential Characteristics: The requirement is for a navigation system replacement of the current Stryker Model 6000200 system. The system shall include the base system, navigation ENT software, fixation plates, plane probe, tibial/pelvic tracker, femoral tracker, orthopedic knee pointer, mini cutting guide, adjustment component, tracker pivot align guide, universal joint screwdriver, instrument tray, and screwdriver pivot align guide. The system shall be portable and able to provide the surgeon the ability to perform extensive dissection for image guided procedures. This system shall be used for ENT Fess cases. The system shall be able to provide capabilities for orthopedic total joint procedures. The system shall be compatible with the inventory of Stryker equipment currently at the facility. Evaluation Factors: Technical proposals must include sufficiently detailed information to enable evaluation based on the four (4) factors listed below in order of decreasing priority: 1.) Equipment Factors; Conformance to Essential Characteristics and Standardization; 2.) Human Factors; a.) Simplicity; b.) Ease of Use; 3.) Quality; a.) Warranty; b.) Parts Availability; c.) Parts Cost; d.) Serviceability; 4.) Instruction Materials; a.) Operator’s Manual; b.) Maintenance Manual Regulatory Requirements: The system and all of the components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. The system shall be installed in compliance with OSHA requirements.
