- DescriptionNASA/HQ is planning to procure from Logicube, six Dossier Forensic Kits and supportservice, (SATA/IDE HDD multi-source forensic (MD5/SHA256) hard drive data capturesolution), includes rugged hard case, power supply, thermal printer, 2 sets of 5, 9 &18 data and power cables, 2 sets of SATA cables, Firewire, USB cable, embedded compactflash, Clone Card PRO PCMCIA adapter, 2.5, 1.8 and ZIF adapters. Plus six SAS optionsfor native support on Dossier. NASA/HQ utilizes specialized equipment to create duplicate evidence grade copies ofcomputer hard drives and other computer media.NASA/HQ requires a small, easilytransported, low power and industry accepted solution.NASA/HQ currently uses LogicubesTalon handheld disk imager. The Logicube Dossier is the next generation replacement forthe Talon and replaces all the Talon functions, as well as adding direct support for USBand future support for SAS. The Logicube Talon and the Logicube Dossier are onlyavailable through a single vendor and the Talon is in widespread use throughout NASA/HQand all appropriate NASA/HQ personnel have been trained in its use. The Dossier uses asimilar, though enhanced interface. Therefore, NASA/HQ intends to issue a Sole Source Procurement to Logicube for six DossierForensic Kits.The authority is FAR 6.302-1 (a) (2) "only one responsible source"... andno other type of supplies or services will satisfy agency requirements, full and opencompetition need not be provided for.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing, by FAX or E-Mail, to the identified point of contact not later than12:30 p.m. EST on July 22, 2009. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government. Oral communications are not acceptable in response to this notice.
