- Title: Technical Assistance for Indian Health Service (HHS) Maternal and Child Health (MCH) Program Notice of Intent to Award a Sole Source Contract The Indian Health Service Maternal and Child Health Program sponsored by the Office of Clinical and Preventive Services, Division of Clinical and Community services (HHS) intends to award a sole source contract to the University of North Carolina at Chapel Hill (UNC-CH). The University of North Carolina at Chapel Hill has extensive proprietary knowledge which was gained through conducting a 6 month analysis of 136 funded and unfunded Tribal and urban Indian child and youth program proposals in 2004; preceded by technical assistance to over 125 individual Tribes and Urban Indian Programs. UNC-CH understands the culture and way of life of the Tribal communities. Examples of this unique expertise include: knowledge gained in the extensive child and youth applications retrospective analysis of the unmet needs in Indian Country; ability to apply this knowledge in formulating the required technical assistance for both the site visits and face-to face meetings; established relationships with diverse group of tribal communities; the capacity to engage a cross-section of Tribes and urban Indian programs effectively; and a proven record in providing timely and comprehensive reports and substantive feedback during both site visits and face-to-face meetings. This is a follow on Contract to UNC-CH with the purpose of continuing to provide technical assistance for monitoring up to twelve federally funded cooperative agreements for child and youth community based projects with special emphasis on project evaluation activities in areas such as program evaluation methodology, health promotion, health education, program delivery utilizing a public health approach, following evidence-based strategies and teaching/facilitation skill with diverse groups of tribal communities and representative cultures. Any firm which believes that it may have similar capabilities is encouraged to submit their capability statement addressing each of the items/areas cited above. Written capability statements may not exceed five (5) pages and must be received by the contracting officer not later than 3:30 pm EDT on July 29, 2009. No solicitation document is available at this time. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
