- The Defense Business Transformation Agency is the program lead for the Intragovernmental Value Added Network (IVAN) which is automated information system that addresses underlying material weaknesses associated with Intragovernmental Transactions. The program office has a requirement for services to support the operation training and deployment of the IVAN system. The IVAN application is the IGT module of the Compusearch PRISM software suite. The IVAN production system is physically hosted in a Defense Information System Agency (DISA) Defense Enterprise Computing Center (DECC) located in Ogden Utah and with a backup site at the DISA DECC at Mechanicsburg PA. In addition to the Compusearch application IVAN uses Microsoft IIS for its web server, Oracle as the database and Linux as the database operating system. Production test and production hardware, operating systems as well as the Oracle software is provided by DISA Seeking sources that can provide specific capabilities listed below for operational services to track, mitigate and resolve Information Assurance issues as they relate to the IVAN system. Troubleshoot help desk identified issues with the DISA hosted application and/or database and support installation of patches and upgrades. Troubleshooting involves identifying and correcting problems related to the configuration of the IVAN system in the DISA environment such as environmental variables, parameter settings or other configuration items and, coordinating with DISA on hardware, communications and security issues impacting user access or system performance. It does not include code changes which are the responsibility of the development contractor. Training and deployment includes updating and maintain training materials, and user manuals for IVAN as new releases are developed. Personnel must have super user experience level in IVAN to train users on IVAN either in a classroom setting or via a Webinar. Personnel must have configuration experience in IVAN to configure the system for new sites. Personnel must have the knowledge and experience to conduct on-site implementation of IVAN with an understanding of both the application and underlying Intragovernmental Business processes. Capabilities required include the following: Operational: The contractor must be able to provide personnel with knowledge, certifications, and experience required to administer the Compusearch Prism-IGT application and database remotely using the DISA Out of Band Network. Knowledges required: MS Windows 2003 Server, IIS 6.0, Component Services Classic ASP.Net Web Services LINUX Shell Scripting Oracle 10/11g Oracle Grid Control Oracle DataGuard RMAN DoD STIGs IVAN Schema Knowledge and Understanding Knowledge of IVAN installation and configuration procedures Experience with COM+ object deployment Administration Activities Required Install and upgrade IVAN Apply DoD STIGs Maintain VMS Keep up to date and address Information Assurance Vulnerability Alerts (IAVAs) Shell Scripting Install and upgrade Oracle Upgrade Oracle User management DB Links Monitor Oracle RDBMS health Oracle Performance maintenance Review logs and trace files daily Personnel require a secret level security clearance and must have experience using the DISA Vulnerability Management System (VMS) to track, mitigate and resolve Information Assurance issues as they relate to the IVAN system.
