- Questions and Answers for Solicitation # 383-09-503: Amendment #1 USAID Title: Management, Team Building and Leadership Training Workshop Date: July 15, 2009 1. For the purposes of planning - do you have a location in mind so that we may estimate travel costs? ANSWER: The workshop will be held within 50kms from the Mission head quarters provided by USAID at a star resort to be determined. The Mission is located in Colombo. 2. Do you have a preference for 1 or 2 facilitators? ANSWER: One facilitator will be sufficient due to the short duration of the workshop. 3. Do you want a customized course or an off the shelf course? ANSWER: A customized course. 4. Will the participants have taken the Strength Finder assessment before the course so that we may build on their understanding? ANSWER: Not all participants. 5. When do you expect these discussions on Tailored office training to occur with each office Director: after the initial training? Before we arrive? How do you want us to bid/price this second training: as a separate package? ANSWER: Discussions with the office directors will be before the workshop and after arrival in Sri Lanka at USAID Mission. The in-house training will be up to 3 days. Bid/price should include in one package for both sessions. 6. Do you want the travel cost included in the price or simply added as "travel to be performed at the government rate and billed separately"? ANSWER: Travel costs should be included in the bid/price. 7. Is the response date for the pre-solicitation July 23 at 4:00 PM EST and are there any additional instructions for vendors. ANSWER: July 23 is for the pre-solicitation. All instructions will be articulated in the formal RFP to be posted with 'x' days to bid. 8. How many people from each of 5 offices listed? ANSWER: Approximately, EG – 6, HA/TI – 12, PPS/DIR – 7, DG – 3, EXO - 21 9. What roles these offices have in the USAID? ANSWER: EG (Economic Growth), HA/TI (Humanitarian Assistance/Transition Initiative) and DG (Democracy & Governance) are project offices. PPS/DIR (Program and Policy Support/Director) is the Program Office and the Director’s office. EXO (Executive Office) is the administration office. Are the above offices to have individual training sessions or the total approx. 50 people to take the same session? Is the group expatriate and locals or mainly locals? ANSWER: In-house sessions separately for all offices up to 3 days and the workshop in an outside venue for all the 50 employees together up to 3 days making total training up to 6 days. The group is mainly locals with approx. 15 expatriate staff. 11. Provide more details on the indoor v outdoor exercises? ANSWER: Indoor and outdoor exercises during the workshop to be proposed by the contractor. 12. Would the workshop be delivered English or would language skills be required? ANSWER: The workshop will be delivered in English. 13. Are you in a position to advise a ball-park budget? ANSWER: No. 14. This would indicate whether we would be in a position to quote, as we would have to accommodate the price of flights for our consultants. ANSWER: Your bid/price shall include consultant fee, accommodation and travel costs. 15. Is the venue for the workshop provided by USAID/Sri Lanka or should pricing for such a facility be included in the proposal? ANSWER: Venue will be at a star class hotel provided by USAID/Sri Lanka. Therefore, facility cost should not be included in the proposal 16. At this moment, are you requiring just a capability statement or a complete technical proposal? ANSWER: Wait for the Solicitation/RFP. 17. Has USAID received this type of training before? If so how long ago, what topics, and who was the vendor? ANSWER: About two years ago, Team Building Retreat done by Training Resources Group, Inc. Arlington, VA. 18. For the mission-wide training you would like ‘monitoring and evaluating’. Do you mean that you want this taught as a topic, or you want the participants to be monitored and evaluated during the training? ANSWER: No. 19. For the ‘coaching and active listening’ do you want this taught as a topic – for example do you want participants to learn the skills of coaching and the skills of active listening? Or do you want the instructor to coach the group/individuals? ANSWER: Interactive 20. What has brought about the need for this training? ANSWER: Expansion of the Mission. 21. Will copies of participant manuals be required? ANSWER: No. 22. Are you looking for one cumulative fee for all of the training (mission and office)? Or do you want an itemized detail on each particular cost associated with the training? ANSWER: Cumulative fee for all of the training with itemized detail for both training sessions. 23. Is this tender restricted to US companies and firms? Would you be looking for service providers that are more local? ANSWER: All international vendors and firms are accepted. 24. Is there more information available at this time? ANSWER: The service will be delivered with a mixture of interactive and experiential learning activities with the objective of harmonizing the office and re-energizing our organization to focus on core values. 25. Will the contractor have access to mission staff before the offsite to gather information through interviews and surveys? ANSWER: Yes, at the In-house sessions.
